The fact that railroad employes are deprived of the strike as a
weapon makes more imperative the duty of Congress to establish
a tribunal which will do exact justice. No room should be left for
the argument which has been made by the brotherhoods as a
ground for rejecting arbitration, that previous arbitration boards
have been composed of men unfamiliar with the railroad business
and of men who are disposed to split the differences without re
gard to the merits of the case. Kaili-oad men are put in the same
position as. postal employes, in that they must rely on the justice
of Congress and of the machinery which it consructs for regu
lating their relations with their employers.

WAR CONDITION'S DKVKI.OI' ItAI'IDI.Y.
With a state of war now practically existing, and the Presi
dent having called Congress to meet in special session on April 2,
or two weeks earlier Lhan at fir.it announced, actual war condi
tions seem reasonably certain to follow within a very short time
after Congress convenes. It is even rumored that Cermany may
declare war on the United Slates prior to April 2.
How the authorities at Washington view the probable war
outlook may be judged from the fact that on Monday Secretary
Daniels ordered the New York navy yard to begin immediately
the construction of GO submarine chasers. These are swift ves
sels of the 110-foot type and armed with guns for sinking sub
marines. These new vessels are to be completed in (it) to K0 days.
Kngines for these "chasers" to be turned out by the New York
plant will be bought from private manufacturers in time to have
them installed promptly on completion of the hulls, liids for 200
or more additional craft of the same type, "coast patrol boats,"
as thev are designated, will be opened in a few days.
The President authorized the expenditure of the $1 l.'j.OOO.OOO
emergency fund provided by Congress to speed up naval con
struction and pay for special additional war craft, and the sus
pension of the eight-hour labor law in plants engaged on navy
work.
While the energies of the navy will be concentrated for the
present on efforts to get into commission craft designed particu
larly to destroy submarines and guard the coast, warship building
generally will be speeded up under the recent agreement with pri
vate builders and with the funds now made available. Mr. Daniels
has called upon the entire small-boat industry to submit figures
as to the number that could be turned out lit high speed. Il
plans to monopolize the market with (lovernmonl orders.
A large number of privately -owned molvr craft available for
navy use may bo drawn upon at any time. Retired naval officers
have been at work along the entire Atlantic Coast surveying boats
for a month. Contracts have been made for their purchase, ami
a telegraphic order will make them Covernment properly over
night. Volunteer crews for the boats have been enrolled among
yachtsmen and others along the coasts. Commanders of naval
districts are ready to begin patrol-boat work without delay.
Navy ollicers estimate that within four months 2000 patrol:
and chasers will be ready for action. If is planned to assemble
the volunteers within a lew days to begin actual operations as a
matter of training, pending orders from the President for com
plete mobilization of the navy. In this connection ollicials say it
is planned to establish a submarine-proof patrol off the American
coast. Since the visit of the (!orni.n submarine C-f:l to Newport
last summer, it is believed neces: arv to provide for protection ol
American harbors in the event of war.
Informal negotiations will be started for a working agree
ment with llritisli and French patrol squadrons now einleavorliif!
to protect ships passing through the Cernian submarine zone. If
is planned to make American waters safe against submarines foi
all ships, with the understanding that American ships will re
ceive full protection in the zones from patrols of the allies. Tin
plan would necessitate the interchange of information as to the
routing of merchant craft across the Atlantic.
