Destruction of the American steamer Algonquin, without
warning, undoubtedly the act of a German .submarine, met ically
places the two nations in a "stale of war." Altlnmli, according
to the telegraphic reports, no lives were lost, tlx.' crew having es
caped in lifeboats, this incident cannot be considered otherwise
than an "overt act" which brings us to a staid of open belliger
ency. It simply demonstrates that hereafter when American and
German vessels meet it will practically be a cum; of "shoot on
sight."
Although a state of war exists, no formal declaration of war
can be made in this country except by act of Congress. That body
is not now in session, but has been called to meet on April lti.
Unless sooner convened no formal war declaration can be made
before then. However, an open state of warfare may exist with
out suei formal declaration. Italy was actually at war with Aus
tria, and tentatively at war with Germany, for more than a year
before a formal declaration of war was made against the latter
country. A similar condition between the I'niled Slates and Ger
many may exist for an indefinite time.
There have been numerous instances of provocation whereon
this country might have based a declaration of war during the
past two years, but extreme forbearance has been practiced in
stead. Now, however, with an American vessel deliberately de
stroyed without warning, the conclusion is unavoidable! that a
state of war actually exists.
ft may be assumed that the arming of all American merchant
vessels will be rushed as rapidly as possible, and also the prepara
tion of the numerous fleet of swift small craft to keep a sharp
lookout for submarine raiders nlonof the American coasts. This
will probably be the chief centers of activity until Congress con
venes, in addition to rushing as rapidly as possible the program
of naval construction already aulhoriy.ed, and the development of
aeroplane construction on a lare scale, together with various
army preparation activities. In li e latter line may be included
the assembling of forces at the coast guard stations and other
movements for precaution and safety.

That the income tax has become an important source of gov
ernment revenue is shown by the preliminary reports to the
Treasury Department, which indicate that the Government will
collect $:?00,000,000 in income taxes during the current fiscal
year, or about two and one-half tin es as much as during the pre
vious twelve months. Internal revenue receipts are expected to
exceed $700,000,000, an increase of nearly $200,000,000.
The time for filing income returns expired March I. Most of
the increase is due to the higher rate of taxation. Collections ac
tually made up to the present aggregate about $2.",ooo.0il0, or
$7,000,000 more than was collected this time last year.
The Government's tax on munitions will net approximately
$'240,000,000, it is thought, while for the few months of Hie fiscal
year, during which the former emergency law was in effect, the
returns will approximate $25,0011,(100 on miscellaneous items af
fected by this tax.
From the ordinary sources of internal revenue whisky,
beer, tobacco and oleomargarine it is estimated the lax this year
will approximate $:,50,000,000, the greatest total in the history of
the department. The Supreme Court's recent decision sustaining
the Webb-Kenyon law will cause a diminution, it is assumed, in
the returns from whisky and beer, although thus far the lax col
lected is considerably higher than last year. A total of $:!07.

Residents of Oregon will pay about $SOO.ooo as their share of
