ROAD i:iN,DING IN DOUGLAS COUNTY.
Since the automobile license fees alone will be more than
sufllcient to pay for the proposed $7,800,'K)() pood roads bonds, and
which will also bring to this state if 1,800,000 of Federal road
funds, everybody ought to vote for these bonds. This is especially
the case, since these license fees will have to be paid anyway, so
wo may just as well have this bijf road fund of $!),(00,000 in the
next four years as not to have it. Since it will not cost the tax
payers anything more than they have been paying, it may be as
sumed that the bond election will carry.
Douglas County is especially interested in this matter, as we
have practically twice as much of the state road as any other coun
ty in Western Oregon. It is therefore all the more important that
our people put forth their best ellorts for good roads. Mere is the
situation that now confronts us. We have approximately 10(5
miles of the Pacific Highway in this county. It will require at
least one million dollars to hard surface that much road after the
grades are made and the foundation is in place. The proposed
bonding act obligates the state highway commission to furnish
this hard surface whenever the foundation is ready. It is practi
cally assured that this county will receive at some time during the
current year about $:M2,000 as delinquent taxes and interest on
the O. & C. K. 11. grant lands in this county. With this fund
available we can provide the foundation for tit least half of this
main highway the coming year. That would assure the building
of that much paved road here, with the expenditure of about $500,
000 of state road funds in this county for that purpose. With that
much modern hard surface highway built in this county, it would
not be dillicult to complete this road .clear through the county.
Whether we gel the full benefit of this big state road fund wil!
depend upon the ellorts of our own people. We can get it if we
work for it, and we are not likely to get it unless we do work. In
either case the expense to the taxpayers and automobile owners
will be just the same. With this main highway placed in the hands
of the stale highway commission the county's road funds could
be devoted entirely to the improvement of the lateral roads. This
and the adoption of a regular pairo! system would soon put thos.
roads in condition for Irallic practically every day in the year.
This movement oilers the best solution ever presented for our im
mense road problem in this cou lty, and everyone should give it
active support.

Since a year ago Portland banks have gained 20 per cent in
resources and 21 1-2 per cent in deposits. Total resources now
iuiiount to $108,410,400, and deposits $90,689,050. This healthful
and prosperous condition of Portland's 22 banks is revealed in a ;
compilation of statements issued in response to a call by the
Treasury Department at Washington on the National banks and
by the state superintendent of banks on Oregon chartered banks,
March 5 in both cases being the reporting date.

The unfilled orders of the United States Steel Corporation of
February 28 were 11,576,097 tons, breaking all previous records.
The figures show an increase of 102,64:! tons over the report for
January lil last. The previous high record was that for Decem-
ber, 1916, when the unfilled orders stood at 11,517,28(5 tons.

After a campaign of nearly two years the I'.ritish forces have
captured from the Turku the ancient city of Dagdad, on the lowei
.Tigris lliver in Mesopotamia. The I'.ritish campaign against I'.ag

l'ersian gulf and moved rapidly up the Tigris. The primary ob
ject of the expedition was to secure the valuable oil wells at the
mouth of the Tigris, but the ultimate and far greater object waf

The realization of this dream was based on the construction
of the r.erlin-Coiistaiitinople-P.agd.-ul Railroad, and by the seizure
of Kagdad the I'.ritish hoped to prevent t he completion of this
railroad, at least by Cerman hands, and strike a shattering blow
at German prestige in that section of the world.
llagdad's capture marks the climax to one of the most dra
matic and picturesque phases of the world war. The city which
has fallen to llritish arms links the present to the past so distant
that it is semi-fabulous. The know n history of I'.agdad reaches

Nebuchadnezzar, of Babylon, a quay built by the scriptural mon
arch still existing, submerged in the Tigris. Within its precincts
also there still stand the tombs of the .Jewish prophets Joshua,
K.ra and Kzckiel and the well of Daniel.
Long after the Kabylon' dynasty had ceased to be more than
a memory, I'.agdad rose to splendor as the artistic, literary, scien
tific and religious capital of the world. The heart of the great
Islamic empire of the Caliphs for hundreds of years, it was known
throughout the world as "The Clorious City" and was the scene ol
the fantastic exploits of llai'oun Al-ilashid, the potentate whose
magnificence is immortalized in the Arabian Nights.
In 8(10 A. D. I'.agdad was credited with a population of 2,000,
000 souls and was easily the first city in the world in wealth and
commerce. With the fall of the Caliphs before the Turkish Sul
tans the decline of I'.agdad began. It w as successively the prey of
Turks, Mongols, Tartars and Persians, but it was not until lti:'.S
that the city became definitely a part of the Turkish Kmpir'e. Its
ancient importance was largely due to the fact that it stood at the
crossing of the lines of communication between India and Persia
and the West, but the opening of new routes by way of Trobi.ond
anil through Armenia diverted its trade and was a vital factor in
its decline.
