LAREDO, Texas, March 8 I have just returned from a trip to the in terior of Mexico and am able to state on the highest authority that Ger many is playing Villa against Car ranza, and that Villa is receiving great sums of German money and that he is being incited to attack the United States and Carranza. German agenHi are attempting to make the CarranziKtas oppose the United States. Two German government agents approached Villa on February 12, at Bustlllo's ranch, and proposed a resumption of border raids in the event of a German-American war. They conferred for two days and Vil la agreed to send small bands of ban dits to harrass the American troops. The Germans promised a lirst pay ment of $250,000 gold and monthly payments thereafter. W'nv Council Blamed, LONDON, March 8. The specia! investigating committee reported that General Kitchener and the war council were responsible for tho Dar danelles disaster. The report said that Kitchener was responsible for three weeks delay in sending troops to Gallipoli. It is charged that Kit chener did not sufficiently utilize the services of the goneral stalT. The report criticized the war- council's failure to meet during April, 1915. The investigators ascertained ' that the Dardanelles expedition gained important political advantages al though they failed lo attain the main object. h'ronch Took Prisoners, PARIS, March 8. It was an nounced that the French captured a number of prisoners nt Emberinanil, in Lorraine. They entered the Ger man lines at three points. There was lively artillerying between the Oise and the Aisne. President Wilson Bedfast. WASHINGTON, March 8. Presi dent Wilson was confined lo his bed today on account of an aggravating cold. He cancelled all engagements. Physicians said his condition was not serious, but that every care was deemed necessary lo enable Ihe President to quickly resume his du ties. MORE MACHINES COMIXti. J. O. Newland, agent for Ihe Dodge automobile, stated this afternoon that he had a carload of machines on the road to Koseburg and he ex pected them to arrive here at an early date. BAGDAD IS DESTINED TO BRITISH CAPTURE; CAVALRY NEARS CITY LONDON, March 8. The ancient city of Bagdad will soon fall into British hands. It was officially an nounced that British cavalry are within 12 miles of the stronghold, and its capture Is a foregone conclu sion. General Maurice said: "The Turks can't defend it. We expect them to make a last stand six miles from the city. The Turks must re treat north." The Turks have held Bagdad since the year 1638. After being closed for nearly two weeks on account of the many cases of measles in this vicinity, Dr. 11. It. Shoemaker, city health officer, this I afternoon announced thiit the Kose burg public schools would be re opened Monday. The several school buildings are being fumigated under the direction of the health authori ties and will be in readiness lor oc cupancy Monday morning. Although there are still a large number of persons afflicted with tin measles in this city. Dr. Shoemaker says the epidemic is we!l under con trol and no new cases have developed during the ptisi three or four days. Similar conditions are ulo raid tn prevail In the rural districts, accord ing to Dr. George K. Ilouck, the county health oflicir. In the event tho improvement in the situation continues. Dr. Shoe maker says, he will probably issue an order late tomorrow allowing the moving picture theaters of the city to admit children beginning Saturday night. The quarantine will also be raised on the Sunday schools and i oilier places of a public nature, i While criticized by some people he cause he closed the schools, tho ma jority of physicians and laymen are of the opinion that he acted wisely. Had the schools not been closed they believe that possibly several hundred cases of measles would have devel oped in this locality. LOCAL LABOR TO BE FAVORED Mr. Sohrll Believes He Will Be Able to Complete Ihe Work Within till Hays .New Road Will lie 1700 Feet in Length. Following a brief consideration of the bids submitted late Wednesday I tract to construct the new road 1 around the Myrtle Creek hill lo S. S. ; 1 Schell, of the contracting firm of : Schell & Schell. Mr. Sehell's bid was in the sum of. ' j When interviewed last night Mr. : Schell said he expected to begin ac- i tual work on the road as soon as the! necessary machinery could he placed on the ground. Unless hindered by bad weather, Mr. Schell says, he will complete his contract with the coun ty within the next 60 days. The new road will be approximately 17oo feet in length and will eliminate the so-j called Myrtle Creek hill, which is a i part of th'e present Pacific Highway. I Although not having his plans! definitely shaped, Mr. Schell says he j will employ Douglas County labor, and the work will be rushed lo a speedy completion. Upon completion of the new road the present heavy grade will be reduced from 12 to less than five per cent. The Myrtle Creek hill has been a menace to travelers for many years and not a few acci dents have occurred there. The peo ple of the Myrtle Creek vieinMy are much pleased with the action of the County Court In improving this part of the Pacific Highway. In award ing the contract for the work at this time the road will be completed by the lime the tourist travel opens In the spring. The company attaches a passenger coach to (he train for the accommo dation of shippers who desire to ac company their stock to market. The coach is taken directly to the yards in North Portland. Local Sou t hern Pacific employes staled today that, while (he (rain Is not made up entirely of live tsock shipments, as there it re not enough yet lo Justify making it an exclusive train, Ihe company does not accept enough oilier shipments to hinder or delay the operation of the.
