Rates, who edits and pub lishes one ol the most enterprising farm publications in the Pacific Northwest, arrived here last evening enroute to his home at 1'ortnind af ter a day spent at Grants Pass and other Southern Oregon towns. He spent the night at the Uiupu.ua Hotel, and left Tor the north at 7:45 o' clock this morning. Mr. Bates is at nresent touring the state in the in terests of 'the Pacific Northwest Tourist Association of Washington, Oregon und British Columbia. In a brief interview this morning Mr. Bates said that the people of the United States annually spend $700, 000,000 lu travel. Close observation, he says, has shown that the tourists of the country have not been coming to the Northwest. The travel has turned back from Yellowstone Park, or has split at the Kocky Mountains, one stream (lowing along tho north ern border to Alaska and tha.oth.er passing to the south into Southern California: Not over 20 per cent of iho westward travel has covered the Oregon district, or what is known as the Pacific Northwest. Mr. Bates says this is the situation, notwith standing the Tact that Oregon, Wash ington and British Columbia contain tho grandest and most interesting scenic spots, with the most delight ful climate to be round in America. With proper advertising, Mr. Bates believes, the Pacific Northwest will next year witness the heaviest tourist Irnvol In Its history. District Attorney Llljenvlst. of Coos County, appeared In the Circuit Court here today and filed a cross complaint In the case of the Alliance Trust Company vs. T. r . .Mctiinnis. of December !, 1014, when the charred remains of a girl thought to be Edna Morgan were found In the ruins of a barn belonging to H. II. Beamer and situated a Tow miles from the Morgan home. Following his arrest Farnam was brought to lioseburg and committed to the county jail, where he was questioned frequently by tho officers during the few days that followed. The prisoner denied emphatically that be committed the crime, and said that ho loved the girl and that thev intended to marry. On Decem ber 22, a special grand jury sum moned by Judge Hamilton to Inves tigate the alleged crime returned two indictments against the prisoner. In one indictment he was charged with the crime of statutory rape on the person of Edna Morgan .while in the second be was accused of murder in the second degree. Farnam was Drought to trial a few days following the return or the In dictments on a charge or rape. Dis trict Attorney (leo. 11. ISi-own con ducted the prosecution for the state, while Attorney W. W. Caldwell ap peared for the defendant. After one of the most sensational hearings ever conducted In the criminal annals of Douglas County the jury retired to deliberate on a verdict. For nearly two days and nights the jurors wrestled with the mass of evidence In hope of reaching an agreement. When It became apparent that the jurors were hopeslessly divided they were excused from further attend ance in the case. A week later the case was retried, wllh District Attorney Ueorge AL' Brown and Special Prosecutor Elbert i Hermann appearing for the state. Farnam was defended by Attorney Cardwcll. Again the Jury disagreed. The third trial of the defendant on a charge of rape was called for Jan uary 4, HUT), or two days after Mr. Brown had taken tho office of attor ney general. George Neuner bad previously been appointed district at torney of Douglas County by Oswald West, but he had not yet assumed the oath or office. Because of this fact, Mr. Neuner was appointed spe cial prosecutor by Judge Hamilton, and the trial followed. During the consideratoin of the re port, Mr. Oeland stated that he had not been Interviewed personally by any member or the council and that he believed such an action should havo been taken before any findings such as had been presented were made public.
