Protests made to the board of control In re gard to the revival of barbarous practice of hosing convicts at the state prison resulted in the calling or a star chamber session in tho gov ernor's office this morning. Mum bers of tho board nnd Warden Minto attended, and It was given out niter the meeting that no action was taken, although the members told Minto they disapproved of the hos ing of convicts, and suggested that he use other methods or punishment. James Curtis, committed from Marion County for a statutory of fenses, and Jefferson Baldwin, com mitted from Clatsop County for burglary, were hosed Sunday after noon, nnd Curtis' screams were heard by Salem residents half a mile awny. Hosing punishment consists of turning water on prisoners rroni a hose attached to a hydrant. The prisoner gets the full pressure of the cold wnter. Warden Minto told the board that tho hosing was a milder afrair than the methods used years ngo and that Curtis and Baldwin were in their cells in tbo new building for incor riglbles, nnd wore their clothing when the wnter was turned on. The wnter was poured on them until they promised to be good. Therenrter, dry clothing was fur nished to them. The men were not taken to the old building where the practice was yeurs ngo to chain their arms to rings and turn the water on their naked bodies. However, the punishment Sunday was drastic enough to subdue. Curtis and Bald win, he said. Warden Minto told the board that Curtis and Baldwin were two of the worst men in the prison, and con finement in the dungeon and in the incorrigibles building had no effect. They defied the prison authorities and called them vile names, he said. Two knives and a slungshot were taken otf Baldwin, and he has plot ted the killing of the warden, Assist ant Warden Sherwood and Guard Fisher. Minto said. On one occasion he sawed out of his cell and made bis escape to the roof of the prison, where ho was caught. ' After the meeting Governor VVIthycombe said had Curtis and Baldwin been hosed according to the old method he would have demand ed Minto'a resignation. The governor said Minto's action would be excused in the eases about which complaints had been made. He was satisfied it was not as drastic ns the old time method, he said.
