IlinHhaw, general freight agent for the Southern Pacific Co., with headquarters at Portland, wufi here a few days ago to investigate the renort that the local Merc-bantu' Association were contemplating an appeal to the, state public Bervice commission in regard to the recent advance in minimum freight rates. According to .Mr. iiinshaw, the charge was rained from 25 cents to T.u cents as the minimum rate, on account of the complaint made by the shippers near Portland. Those men hunts have long paid 2! cents for the haul on the branch lines in addition to the 2-t cents charge made for that over the part of the main lines, said Mr. Ifinshaw. In the new change a basis was made of the third class rate for 100 pounds, and! 2t cents was made the smallest amount that would be accepted.
