first case to be brought under the

the measure may be tested by the

great preparedness parade held in

corner when the explosion occurred,"

S. Joscphson. who reached Itoseburg
last night after attending the an
nual convention of the Klks at Ual
timoro aud visiting other Kastern

When Mr. Josephson reached the,
Pennsylvania Railroad station in
New York City preparatory lo hoard
ing a train for Pittsburg, he was
accosted by a health officer who de-'
manded a certificate showing that
he was not afllicted with the dread-,
ed paralysis. Having no such certi
ficate Mi. Josephson was compelled
to undergo a physical examination,
at the conclusion of which ho was
given a certificate. . When Mr. ,
Joseph, on leached the California
line on his return to the Pacific j
Coast, another health officer boarded
the train and demanded tho certifi-l
cate. Fnder present conditions, Mr. I
Josephson says, all passengers leav
ing the state of New York must
have health certificates, and must
present the same to the officials be- j
fore entering other slates. In New '
York Mr. Josephson visited with his
brother, Walter, who formerly lived
here.
Mr. Josephson reports a most de
lightful trip, notwithstanding that '
the weather was unusually warm in,
New York and other Kastern .slates.!
Leaving lioseburg, Mr. Josephson j
went to Portland, w hero ho was i
joined by other Oregon delegates en-'
route to llaltimore to attend the
Klks' convention. From Portland
they tiaveled by special car, tlie
first slop being made at Chicago. .
There they remained for half a day.
On account of lack of time Mr.
Josephson was unable to visit his,
aunt there, but enjoyed a brief con-!
versation with her over a telephone.!
Leaving Chicago. Mr. Josephson '
went to Haltimore, where he attend
ed the Klks' convention which lasted
four da s. There w as a big crowd
present, according to Mr. Josephson.

best of its kind ever held in the'
I'nited States. The sessions lasted ,
four days and dosed with a uimjue
street demonstration. i
From Baltimore M r. Josephson
went lo Washington, D. (., where he
met I". S. Senator i.eorge K. Cham
berlain Vh e President Marshall and
other distinguished men. He then
went to St. Louis and later to Pitts
burg. At the latter city Mr. Joseph-;
son was en ert allied by S A. Ken
dall. During his delay in Pittsburg
M r. Josephson said he passed much
of his time riding about the city In
Mr. Kendall's automobile and taking
in the sights of that great metropo-,
lis He says Kendall Brothers are
very anxious to bfgn work on the

road.
Mr. Josephson then traveled West
as far as San Francisco, w hern he
spent three days visiting with his
mo! her, sister and brother. The
weather was delightful In San Fran
cisco, according to Mr. Josephson.

Youth Arrested Here leaves the
State Training School

Tavlor, uno of the three boys ar
rested here a few weeks ago on
charges of stealing an nutomnhile at 1
Seattle and robbing the dwellings of
several persons living between Al-'
bany and Itoseburg, escaped from
the statu training school early on
Thursday. At noon today ho was
still at large, and the officers have
tittle hope of effecting his capture.

William Taylor, and Alfred Wilson
were arrested by Marshal Williams
here about a mouth ago. follow ing
their arrival in Kosehurg with n

from William Leekey. of Seattle.
After being arrested the youths were
taken to the courthouse and later
to the county Jail. At the time they!
were being placed in jail one of
their number escaped, but was cap-'
tared by Sheriff Ijuine near Kiddle
the following day.
The boys were held here two days
w hen they were tu rned over to
Sheriff Bodine. of Albany. Ho held
a warrant charging the youths with
the thelt of an automobile at that
city. I' pon arriving at Albany two
of the boj s claimed they were but
1 7 years of age. and their state
ments were later substantiated by
tho birth records in Washington.
As a result of this discovery, the
two younger members of (ho trio
were commit t cd to the state training
school. They had been there hut a
few days when Charles Taylor made
lib: escape. Iioiu the institution. The,
third member of the trio is stilt at
Albany, when) ho will be prosecuted
on a charge ot larceny. In the event
of conviction he will undoubtedly he
sentenced to a term In the petilten
tiary.
In addition lo stealing ur, many as
three automobiles, and stripping
oilier cars of accessories, the you'hs
entered, two failll dwellings between
Albany and Itoseburg. At Conistock

of C. It Lawrence, from which they
