When only 13, he delivered the salu tatory address for his class on gradu ation. Woodford, then I'. 8. Iilstrlct Attorney. He was admit ted to the bar In tSXt, and was just ordinarily successful until lS'.U. whf-: .Ms health threatened by over work, he became professor of law a. Cornell. In 1S93 he went back to practic ing and soon became one of the uni versally reconnir.ed authorities here on corporation law. His first public service work was in i05, as special counsel for the Legislative Com mlrslon investigating New York Cily's gas and electric companies. Hughes' work 111 this investigation i-is of so brilliant a character that when there was a general demand that same year for a legislative in vestigation of the Knuitable Insur ance scandal. State Senator W. V. Armstrong, appointed head of such a probing body, called on Hughes then on a vacation In Switzerland, to return and act as special counsel The disclosures of that invest iga lion are historic. They were respon sible in the main for Hughes later - ti-tre hk governor of New York. In the middle of the In- iv..m,iMi e tlatly refused a mayo Ity nomination. From the outset of his carter of Governor, Ilughea was in trouble with Kei ubiican part" leaders. lie developed an aloofness from them, and complete independence of thot and action that finally culminated In an open break between him and W lillam Harnes, Jr. New Yorkers still remember a sr.eech by Hughes before the Al bany newspaper correspondents as ono of the most artistic, vitriolic dressing downs'' that ever was spoken. It simply took .the hide off Harnes. The up-state "boss Bponded by denouncing Hughes as a party Initrate and traitor to the siau convention. Nevertheless Hughe wns renominated and re-elected. The Hughes fight against the race track Interests was probably the most spectacular of all his moves as Governor. Behind it lay a senti mental Interest. While practicing law Hughea was thrown in contact with a stenographer whose father had been Imprisoned for embezzle ment of money with which he "play ed the races " '"en Hughes became Governor his first message suggested reveal of the law legalizing betting at race track- A committee friendly to the ra"e Interest laughed and tabled the bill.
