ed principal of the public schools at
Talent, Oregon, for the coming school

Acting under a law of 1912, the
New Jersey State Board of Health
has Issued the following rules, which
are to be followed by all consump
tives in mat state:
1. All persons suffering from pul
monary tuberculosis (consumption)
shall effectively destroy their sputum
(spit).
2. All persons Buffering from run
ning sores due to any form of tuber
culosis shall burn all soiled dressings
Immediately alter removal.
3. The room occupied by a tuber
culosis patient shall have at least
one outside window.
4. No person suffering from pul
monary or other communicable form
of tuberculosis shall handle food de
signed for the use of others except
when necessary in the performance
of household duties, unless the food
be wrapped In such a way as to pro
tect it from contamination or unless
some necessary subsequent process of
preparation such as cooking will
sterilize it and prevent its carrying
infection to the consumer.
5. The manufacturing of any
kind of goods for commercial pur
poses or the performance of any
work known as "shop work" in the
home of any person suffering from
pulmonary or other communicable
form of tuberculosis is prohibited un
less the product is such as can he
sterilized, and unless sterilization is
done in strict accordance with the
requirements of the local board of
health.

That the elimination of Victorlano
Huerta, whether It come as the result
of mediation, of Constitutionalist vic
tories or the unswerving opposition of
the United States, will prove fur from
a settlement of the Mexican problem Is
the conviction of the diplomatic body
in Washington and military experts of
the United States.
Indeed, few doubt adds the New
York Tribune's Washington correspond
ent, that the Mexican "situation" will
continue for mouths or even years.
Army and navy men are convinced that
if actual armed intervention Is staved
off now It will be only a matter of time
before that step will have to be taken.
When Huerta goes some provisional
government probably will be arranged
pending an election. Such Is the desire
of the United States and the definite
plan of the mediators. The fall of
Huerta may be taken as a Constitu
tionalist victory It certululy will be by
the Constitutionalists und It is under
stood In Washington that the provi
sional president probably will be a mau
of rebel tendencies. The election which
I would follow would go to the CousUtu-
uouuubih.
Task For a Superman.
There have already been evidences
of a split in the Constitutionalist ranks.
If there exists any factionalism when
those wuo are now rebels become the
government the chances of success will
be still further diminished. If Car-
ranza becomes president he will be
confronted with a task which, In the
opinion of close observers, will call for
a superman. If Curi-unzu is hampered
by the defection of Villa or any other
of his leaders It Is believed his task
will bo hopeless, and with their entire
co-operation it will be stupendous.
When Curranza gets to Mexico City
he will find an empty treasury. He.
will find that the Mexican government
owes hundredB of thousands of dollars
interest on foreign debts. . He will be
called upou to pay hundreds of millions
of dollars In foreign clulms. The fig
ure is likely to run fur over the
$1,000,000,000 mark.
Furthermore, he will not have the
funds to meet bis own political and
other obligations.
It is pointed out In Washington that
Mexico has got to face a reconstruc
tion period far more difficult than thut
which followed the civil war In this
country, and In the estimation of keen
observers that unfortiinnte country
has no stntesman competent to guide
her through Its perils. These observers
are convinced that Cnrrnnzii will find
the matter of accomplishing reform
slow work, probably too slow to suit
the plensure of bis people, nnd that
soon he will be confronted with new
"Curriwizns" and new "Villas" and
kindred gentry.
Zapata to Be Reckoned With.
Aside from his financial difficulties,
Cnrranzn, or whoever else becomes
head of the government, will face a
gigantic task In restoring peace and
order. All Mexico Is Infested with
bandits. The north Is particularly at
(heir mercy. There is no reason to
assume that they will cense their ma
rauding because the government In
Mexico City tins changed.
The Zapatistas of Morelos and other
nearby states, who pose as revolution
ists but are looked upon as bandits,
are not expected to support Carrnuia.
They will follow Zapata, who Is cred
ited with nmbltlons of his own.
There is also a strong likelihood that
Huerta's army will disintegrate, and
this will mean the addition of many
thousand nrmed men running wild
over the country, loyal to no govern
ment, responsible to no man. They
will all have to be eradicated by Huer
ta's successor.
Effects of Strife In Mexico.
Says F. J. Splltstono In Leslie's:
Not until the willing out of all orgnn

Mexico t.'lty undertake the extinction
of brigands. If the civil war could be
ended at once It would take ten years
to put Mexico back Into that condi
tion of peace nnd good order which ex
isted up to the commencement of the
Madero revolution. Is it any wonder
that the property owners, the enple
with something to lose, were crying
for peace? Ten years to repair the de
struction of three!
A Mexican to whom I suggested this
laughed at me. "It will take," said he.
"fifty years to put Meiico hock where
she was three years ago. The country
might be pacified in ten, but the ruin
ed furms, the shattered Industries, the
wrecked railroads, the burned towns
en mint be replaced In a generation. Ho
far our government has shown you the
best side of the country nnd you have
no Idea of the worst. Hut you will
get that, too, and then your estimate
of the wreck and ruin of the past three
years of revolution will be Increased t
thousand per cent"
