"So Intricate Is the plot," says the writer, "that for the reader to compre hend it It Is uecesnnry first to sketch the dramatis pcrsonne. "Joseph Cnllluux, finance minister, former premier, aged Bfty oue, florid, bald, small, with restless eyes, a square Jaw and a despotic nature, had a skyrocket career. Dupre, Calllaux's flrt wife, divorced Dupre In order to mar ry the minister. Jules Dupre wus the son of a fatuous painter, and he thrice held a clerkship ut tPOO a year t the ministry of flue arts The same year Calllaux became Hnuuce minister mid shortly afterward married Mme. Dupre. whose former husband Imme diately prospered and 18 now tilling an important iHisltion under the ministry of finance at H.'lKi salary. "In this epoch Culllaux developed a fondness for writing letters, his beset ting stn. "These comments as well us his own intimate Ideas about current politics he was lu the habit of committing to writing In long letters to his wife and women friends. "When he met the present Mme. Calllaux. then the wife of I.eo Cla retle, he fell In love with her at first sight For awhile be corresponded with her and soon decided to obtain a divorce. The proceedings were be gun: but, ns Calllaux didn't propose to pay his wife any alimony, she used the couvluclng urgunient nfTorded by ?i bundle uf letters written to her and ther women contalnlug evidence dum sglng to his political career. Fn? some years the friendship between Calllaux mid Mine. Cluretle went on smoothly mid Caillnux's political ln portance grew daily. "At this time Mme. Clnretle's great est friend was Mme. Currency That Used to Be Very Popu lar With African Natives. The annual "bullion letter" of Messrs Samuel Montagu & Co. of London sug gests that the phrase expressive of wealth, "plenty of brass.'" wus Intro duced into England by sailors trading with towns ut the mouths uf the great African rivers, though the brass rods used by the natives nre now passing Into the Umbo of things obsolete. A brass rod nt Momsemb was fifteen inches long and not quite so thick ns a shite pencil. Everything hud Its price In brass rods one egg equaled one brass rod; a fowl, ten brass rods; two yards of cloth, twenty brass rods; n tnota slave, 000 brass rods, and a fe male slave, 2.500 brass rods. The brass for these rods was orlgl nnlly melted dowu for their brass ornn ments anklets, necklaces, nrnilets, leg rings, hafts of spears, paddles and handles uf knives, etc. It wus using the brass for this purpose that first gave It nny real value to them. In 1SK1 the brass rods still retained their value. It Is quite possible that the rods changed hands In fathom lengths, and those who came into possession of these lengths each cut off n little piece to procure n little bit of brass for noth ing, and hence the length was gradual ly shortened until In 181)0 It wns fifteen Inches. The process of shortening con tinued, and in 1005 the standard length was ouly eleven Inches. Is There a "Born Criminal?" ' Is It to be wondered that most au thorities nre Inclining more nnd more to find in a faulty environment rather than In n bad heredity the explanation of the boy who goes wrong? Not that It Is as yet msslhle and perhaps It never will be possible to rale out entirely the Idea of the "born criminal." A small proportion of delinquents unquestiona bly do show almost from Infancy nn Irresistible nnd seemingly Instinctive Impulse to evil, but to Just what ex tent this Is nctuilly due to Inherited and Irremediable conditions remnlus to be ascertained.
