The Southern Pacific has not yet
lasued orders for atartlng the con
struction of the t ons Hay bridge nor
the bridges ' across the Siuslaw or
I'm . qua. The final permit for the
bridge across Schofleld Creek, near
the big tunnel, was Issued last week
by the Government, hut this struc-
lure is of no particular consequence.
It now looks as though the Coos
illay bridge Is going to be the
"sticking point" iu the completion
of the line this year. It is pointed

j Coos' ftay bridge will. In the opinion
j of engineers and constructors, re-

work without the usual delays. This
will mean that unless the bridge is
started soon that It cuunot be com
pleted before the first of next Jan
uary. Just uhy the Southern Pacific is
holding hack the bridge Is a mystery
to the local men and the contractors.
While It Is reported that they were
waiting till the Marshfielil f ran-hisu
matter was adjusted so that they
could haul crushed rock and gravel
direct by train, ft Is staled that there
will be no need for tin? gravel or
crushed rock until ut least three
niontliB after the bridge is started.

Tin- big Schofleld Creek tunnel Is
progressing nicely, according, to Su
perintendent .lilxon. They are now
about Muu feet under ground from
the north portal and last month
made : 1 4 feet progress. They are
fur enough into the tunnel now to
know the formution they have to dig
through und are certain that no par
ticular obstacle will lie encountered.
It will nut he long before they will
lie underground from the south and
will then be making between :iUI) anil
imp feet progress on It each month.
This will mean that the big tunnel
will he completed before next Oc
tober. There remains about. liTOU
feet of II to drive.
Just now the only work in progress
is the crew on the big tunnel. No. 7,
and ut tunnel No. ti, Just north of
the Cuipqua. and the steam shovel
. rew working at Sand Point.
Work on tunnel No. :i, Just south
of the Siuslaw, was stopped some
lime ago on account of the weather, j

mune from the new tax (or months
to come. Uacl.elors of Congress will
be hard hit first by the uew tax.
They will have the one per cent de
ducted form their salaries on May 4.
Married Congressmen -will have the
tax takeu from the salaries on July
4th.
A Treasury Department ruling up
on the lucome tax is responsible for
the apparent favoritism shown Con
gressmen under the new law. Al
though the tax weut into effect last
.March, the Treasury Department
ordered that the one per cent be de
ducted "at the source" Die Senate

Congressmen are paid their $7"0u

days in November and December.
Now the sergeants-at-arma rule
that they cannot deduct the Income
tux from Congressional salaries until
after each Congressman has been
paid ISuihi or more. ThlB Is because
of contingencies that a member
might die or resign and thus not have
an income of over $:',uuu before the
payday on .May 4. when members will
have received five checks for !'.;!.'.
each for the five months of 1914.
As married men are exempt up to
$4 It will he July 4 before the
married legislators will have re
ceived over Initio and be subject to
the one per cent salary deduction for I
