In order not to cripple tna clty'a finance, wouldn't It be better to aecure an acreement, If poaalble, with the olty council, to repeal the occupation tax altogether, to become effective at the end of 1114. Tie the nioataaiy elty revenue could be provided tor la the next annual tax levy, to be made In December, 1914. For the coming year the city tax levy la already fixed at eight mllla, and tbla will not pro vide sufficient revenue to properly carry on the bualneaa of the city, without the additional income from the occupation tax. Of course, the old occupation tax law will not be affected by a referendum at tbla time, nor will It be rendered uncollectible for the coming year by an Initiative measure for Its repeal. Only the ad ditional features adopted by tbe council on Dec. 16, will be Interfered with by a referendum, If such a meaa ure la filed. Nor Is It at all certain that an Initiative meaaure for the repeal of tbe entire occupation tax would carry, although the amendment adopted by the city council about a year ago was decisively beaten In October. The number of business and professional people who pay the occupation tax 14 fat exceeded by the number ot individual property own era who arc not so taxed.
