are in harmony witb the administra
tion." As ho has conducted all business
of the office on non-partisan lines,
Mr. Orton U not acquainted with the
political complexion of the various
county papers, and as a consequence
is requesting each faper to submit to
his office a statement showing how
they stand politically, and also ask
in for certified copies of postmast
er's receipts for their postage on
three consecutive issues.
The Washington letter reads as
follows:
"iJear Sir: You are charged with
the duty of selecting newspapers for
the publication of notices of intention
to offer final proof, the law providing
that the newspapers selected shall be
of established character and general
circulation In the vicinity of, and
published nearest to, tho la.nd af
fected. Complaints have been re
ceived by me that discrimination has
been practiced In the placing of land
notices In certain of our land dis
tricts. I trust there will be no action
on your part which will cause com
plaints of this nature.
"It is considered that the Regis
ters of the land service should recog
nize the propriety of designating
newspapers whose political principles
are iu harmony with the administra
