Tbe State Tax Ckimilaelon Says State
Levy Will Be Nearly Three aad

Salem Journal: The. tax levy In
Oregon In 1914 will he three and
two-fifths times as much as tbia year,
according to the figuring of Gover
nor West In other words. Instead of
ono mill levy this year the levy will
. be almost (our mills.
I At the beginning of the last session
of the Legislature there were stand
ing appropriations of f 1,200.000. The
laat session made appropriations of
$5,460,000, thus Increasing the
amount that must be raised by taxa
tion In the next two years to $6,(50,
000. I An estimate by the state tax com
mission of the amount necessary for
expenditures during 1013 will be $2,
140,000. To aid In taking care of
this amount there is a sum of $620,
000 from the University of Oregon
appropriation and other sources, and
a sum of $400,000 will be derived
from license fees and miscellaneous
sources. These two amounta added
together, and the aum deducted from
the estimate of $2,240,000 leave $1,
120,000 to be raised by taxation for
1013.

creased tbe appropriations - to $6,-
660,000, and since that part of this
amount, which Is not taken care of
this year, must be raised next year,
there will be $6.6a0,000 less $2.
240,000, or M. 410,000, to be pro
vided for expenses In 1914. The only
source for ralaing this amount, aside,
from license fees and similar sources, '
which will amount to about the same
as thia year, $600,000, is by direct
taxation.' Deducting $600,000 from
$4,410,000 leaves $3,810,000 to be
provided for In 1914 by direct taxa
tion. The state tux levy of 1914 will be
tbe last levy wherein the state levy
for an even year will be much larger
than the levy preceding It. Tax levies
are made to cover expenditures pro
vided for by law, and therefore the
state tax commission. In making the
annual levy for a legislative year,
has been restricted to an estimate of
$200,000 over and above expenses
provided by law. In order to antici
pate the appropriations of the Legis
lature. Naturally the appropriations
of the Legislature have' been much In
excess of the funds provided by the
tax levy plus the $200,000, for which
provision Is made.

Heretofore It has been Impossible
for the state tax commission to an
ticipate In ItB levy the appropriations
of the Legislature, and consequently
the tax levies of odd years have been
low, and for even years high. Since
the law recently enacted will give tho
state board the right to nnticlpato
legislative appropriation!! in excess
of the tax levies, the tax commission
will he able to make the tax levies
for all years more nearly uniform,
and thus avoid the serious Inconveni
ence caused by high levies one year
and low levies the next.
