It was learned last night on apparently re liable authority that the union line men In Portland and vicinity em ployed by the Pacific Telephone and Telegraph Company, cast 232 votes In favor of going on a strike against the company, to eight votes against striking. The vote was tar j Mon day last. -From the same source of Informa tion' It was asserted that the linemen nt other places in the territory through which the Pacific Telephone and Telegraph Company operates, the linemen had voted similarly, with the single exception of Los Angeles, where It was said the union not only voted to accept the. company's pro posal, but declared It would not re spond to an order from the Interna tional authorities to Btrlke. All of the boxes were found broken open this morning in a rail road culvert about one mile north of Riddle, showing that the men were headed toward this city. These bills were prepared by the State Board of Tax Commissioners. There are four principal bills In the list. House bill 414 changes the date of the meeting of County Hoards of Equalization to begin the second Monday in September InBtead of the third Monday In October. This pro vides for an earlier levy and exten sion of the tax roll for collection at least one month earlier than Is per mitted under the present law. Equal Assessment Provided. Neuner and passed by both houses late Wednesday night, the special road taxes levied for the present year are validated and will be collectible. This bill especially provides for ear ing two derecta la the lie lew, pointed out by the Supreme Court ta a decision recently handed down on an appeal from - Lane County, In which case the appeal waa remanded to the lower court and where It Is still pending. The old law waa held defective la that It provided that "the taxpayers of any road district i . may vote an additional tax for road purposes," etc, without requir ing them to be residents of the road district. Without such restriction It waa heM that votes might be cast by persons, living In other road districts, counties, or states, If they owned property within the district In which the tsx was being voted npon. The new taw provides mat .tne voters on such special tax levies must be "resi dent" taxpayers of the rosd district. Notice of Elections. Another defect was In the matter of giving notice of holding elections for voting special rosd taxes. To cover this more specifically the new law provides: " . . . At least ten percent of the taxpayers of said dis trict shall give notice by posting notices In three public places In such district, and one In the court house In the county in which ssld district lies, at least ten days prior to the meeting hereinafter provided, and publish one notice at least throe weeks In one weekly newspaper of general circulation In said county, which notices shall be signed by at least ten per cent of the taxpayers of said road district, and shall give ins time, place and object of said meeting," etc. Supreme Court's Hiillnu. "The amendment of 1909 Is de fective In that It does not expressly provide for the calling of a meeting. It does not specify whether the notice shall be given prior or subsequent to the meeting nor the length of time during which notice shall be extant."
