The right of an individual residing in a "drv" state to lmuort liuuor for bis own use will not be restrained or in-j terefered with If President Taft ap proves the Webb llQuor-shipment bill ' which recently passed both houses of CongresB. On the one hand, accord-j ing to the advocates of the bill, the individual citizen living In "dry" ter-' ritory will have all the privileges he had prior to the passago ot this bill, ' so long us he does not uttempt to Im port liquor for sale contrary to the law of the state within which he lives. This being true, as the friends of the bill assert, this measure has been greatly misunderstood. Senator Keuyon, of Iowa, who was sponsor for a bill similar to tho one which passed Congress, was asked to explain the effect of the Webb act, In the event it becomes a law. 'This law," Bald Senator Kenyon. "does not prohibit a dealer in one state from sending whisky or other liquors Into another state, wholly or partly dry, so long as it is Intended for tbe personal use of the consignee. None of the Bo-culled 'dry states' have prohibited the personal use of liquor, and they never will. To prohibit Its use would be unconstitutional. ProlUliltlon of I se I nllkely.
