day night. Mr. Hill entertained a
large portion of the legislative body
at his home at Marvhill, Wash., last
Sunday and showed them t he fine
roads which he has constructed
there. These and numerous other

has made good road building a
special study, both In this country
and in Europe, and a few davs ago

he asked. "A piece of the finest
dairy country I ever clapped eyes
on. I was there as a prospective
buyer but when I considered that

of many roads like it in Oregon. And
the sooner Oregon wakes up to the
need for good roads, the faster Its
development will be.
"You cannot get good roads all at
once. It's a gigantic undertaking.

going through the same ruts we
went through in Washington.
"We have good roads now in King
County, but we are not satisfied un
til we can get laterals from these
main roads to every outlying com
munity. King County has voted $:!.

we farmers don't even consider the
cost any more because we have
learned it Is the best investment In
the world.
"Fntil we got these roads, there
were no public markets in Seattle.
We had lo deal entirely through
middleman, and the consumer paid
the difference. Hut with our roads
completed, the farmer now takes his
produce direct to t he consumer
through the public markets, and the
consumer has saved more t ban the
price of the roads.
"We are all hoping that the great
stale of Oregon will now go on rec
ord likewise for good roads."

unselfish man. that model citizen,
that public benefactor, Samuel Hill."
Mr, Hill was warmly applauded.
"Thirty-seven years ago. said Mr.
Hill. "I got in my head an idea that
has never left me that unless we

farmer did not have good roads and
the comforts they make possible, and
he had gone to the cities to get them.
. It is the only real basis of prosperity
and the only condition under which
our government will endure."

building of intelligently directed and

pervision, he went on:
"You will never have highways in
Oregon as long as you have not a
proper head to determine where
those highways shall be and how
they shall be built. It is the work
of an expert, trained to that work
alone. A railroad engineer, no mat
' ter how great, cannot do it. I know
'that from experience in having an
expert railroad engineer build some
1 roads for me. It is a specialized
! work.
"Yet you expeot your county com
missioners to build roads? Sly God,
how can they? They can't make
watches, can they? You don't ex
pect them to. They were never
trained to do that. Yet you expect
them to build your roads for you.
I say, how can they build roads?
