To rout the typhoid scourge from
the Willamette Valley for nil time,
the Oregon Kllile Hoard of Health
will ask the legislature at its com
ing session to authorize preliminary
work on a project to pipe pure moun
tain water from Clear Lake, a limpid
natural reservoir In the Cascades
about 75 miles to the east nnd north
of Eugene, to 13 valley cities and
towns between Kugene and Salem.
Every engineering and economic
aspect of this project baB been ex
haustively covered In a report sub
mitted to the health board at Its an
nual meeting in Salem Saturday, by
its engineer, Louis C. Kelsey.
If the whole available supply of
the lake were needed, it could fur
nish all the water that 1 , lion, 000 per
sons would need.
The 1.1 valley municipalities which
the proposed lino would touch are
Springfield, Eugeno, Creswoll, June-'

addition to these the small towns of
Natron, living. Tangent. .Marlon and
ipliedd are named by Mr. Kelsey as
among those whose growth will soon
require a public water supply.
Fifteen state, educational and
other public institutions now depend
ent on an unsafe and contaminated
water supply would also benefit by
the project. These Institutions in
clude the state capitol at Salem, with
its officials, employes, the Legisla
ture in legislative years, non-resident
daily visitors, and patrons of state
offices: insane usylum, school for
feeble minded and tuberculosis sani
torium, institution for the blind,
nenitenliary, reform school, school
for deaf mutes and state fair
grounds.
The educational Institutions in
clude the 1'iiiversity of Oregon at
Eugene, the llible University and
various Catholic schools, also at Eu
gene, Albany College and a Catholic
school at Albany. Willamette Univer
sity at Salem and the United States
Indian school at Chemawa.
The scheme, in a nutshell, Is to
place the state behind the project.
The cost of realizing the dream of
the members of the State Hoard Is
estimated at approximately $4,000.
000. Co-operation, both financial
and otherwise, would be demanded
of all the cities and towns that come
under the project. Including all of
them in the Willamette Valley down
to Portland.
While doubt has been expressed as
to the possibility legally, at the pres
ent time of floating a bond Issue of
$4,000,000 to carry out the project,
the (invernor has suggested that legal
impediments may he swept away by
a vote of the people and that the
coming Legislature could prepare the
road for placing the necessary amend
ment before the people two years
from now.
