of his own business when he assisted
Chairman V. S. Hamilton In framing
the new ordinance, because he wished
to avoid the possible charge that he
was using his position as a council
man to promote' personal Interests.

Councilman Hamilton, by reason of
being the head of the license com
mittee, presided over Friday night's
meeting, after the council resolved
Itself into a committee of the whole;'
The proposed new schedule was read,
and then Attorney Dexter Rice, rep
resenting the grocers, made a ringing
speech of remonstrance, to which
Muyor Mlcelll made a brief reply.
Arguments went back and forth In a
general way, but no ill feeling was
displayed and no personalities were
indulged In until John Hunter arose
and asserted that the license com
mittee, In drafting the ordinance,
had been actuated In behalf of the
ltosebttrg Brewing & Ice Company, of
which the Mayor is a stockholder.
Hunter said:
"Joe Micelli said if Rosehurg went
dry he would put the city In a holo,

"That's a d n lie, Mayor Mlcelll
broke In.
and,'' continued Hunter, undis
turbed, "his brother Frank said If
the town went dry we would hnve
grass growing in the streets."
"That's another lie," said the
Mnvor.
Hunter went right on talking, tell
ing of an Imaginary plan on part of
the brewery to financially embarrass
tho city, and he insinuated that the
license committee was "standing in."
"You're a i d liar." came
from C. H. Cannon, president of the
brewing company.
Hunter kept right on talking and
Cannon started to Interrupt him
again.
"Let him talk; he's crazy anyway,
said Micelli.
When Hunter snt down. Cannon
nrose and spoke. "I want to say a
few words to the fair-minded men
here, be they wet or dry," said he.
"For two years John Hunter has been

sent a representative to him to induce

but 1 do not endorse some of the com
plaints made here tonight."
Referring to the proposed annual
license of $150 u year on druggists
selling whiskey on proscriptions, the
Mayor with a gesture of contempt
said: "Don't talk to me about the
drug stores; I have no sympathy for
them. They have been taking In the
revenue, while others havo been pay
ing the tax. If they don't want to
pay their share, let them quit selling
whiskey. The cigar stores have no
causo for alarm. If they don't want
to pay $f0 a year, let them move out
their card and billiard tables, which
they say doesn't bring them any
revenue, nnd then thoy will havo to
pay only $10. This city has been run
to the last word lu economy. Kvory
cent has been accounted for, but we
must make Improvements to keep up
with the natural growth of the city.
We are not equipped as we should
be. For Instance, wo have but two
policemen in this -city, and Eugene
twice our size, has four times ns
many and the people are demanding
more. We need several thousand
dollars worth of new fire fighting
apparatus, paid men in that depart
ment and additional street cleaning
facilities. Where Is the money com
ing from?

the poor, oppressed business man, but
nobody has thought or the poor,
struggling home owner working to
tho last ounce of his strength to save
what little he has."
