CHICAGO, Dec. 11 The executive committee of the Progressives met this afternoon and considered plans for membership dues to raise cam paign funds, establishment of perma nent headquarters, perfection of a country-wide organization, education and publicity program and the selec tion of National speakers. It is ex pected that headquarters will be es tablished in Chicago, with Medill Mc cormick in charge, and in Washing ton with Senator Dixon in charge. Hoosevelt Scores Court. Regarding the Idaho Supreme Court decision, Roosevelt said yester day he had been asked by the Pro gressive chairman of Idaho to make a statement regarding the subject. He explained that the Idaho law makes no provision for the election of electors. The courts allowed Republican and Democratic electors, he said, to be put on the ticket by placing them on the same plane as minor officers of either party. This, he declared, was the right policy. When it came to the Progressives, however, he de clared, the Supreme Court declared they, could not go on the ticket be cause their electors were not state officials and did not come under the application of the law. On the other hand the United States Supreme Court had declared that electors were not National officials but exercised exactly the same position as did leg islators who elected United States Senators. ('unit Decisions Conflict. "The flitted States Supreme Court b"ld that they were not National, of ficials and the Idaho Supreme Court says they are not state officials," said Roosevelt. , "I defy any honest.
