"Instead of passing such an act,

the Home Utile bill, two constitution
al amendments were passed, one re
stricting the stnte from contracting
road Indebtedness for more than two
per cent of the assessed valuation,
and one restricting counties from
contracting rond Indebtedness for
more than two per cent of the as
sessed valuation.
"The constitution now forbids the
Incurrence of any Indebtedness for
state road building In exeunt of two
per cht or the assessed valuation of
the property In the state, but an en
abling act is still needed to enable
the state to spend a penny."

for more counties in the state to take

now fully one-fourth or the proposed
Pacific highway through the county
constructed of hard surluco macadam
and have been working at It but two
years. In lour or five years it will
extend, ,lf the work Is continued, en
tirely through the county, and
there will he other Btretchea of per
manent road work besides. It Is be
ing paid for au built, without incur
ring bonded or other Indebtedness.
If the counties wait for a compre
hensive plan of state road building
to be adopted. It is moro than likely
that our people will travel over
muddy highways for muny yeara to
come.

tion to borrow on his policy enough
money at 5 per cent to start in again
on a pretty good basis.
Another young man I know did
not Insure ton years ago and does not
carry any insurance today. He al
ways told the agent that he could
make more with his money by in
vesting it in some other way and the
honest agents always told him that
he. could do better from an Invest
ment standpoint In many other ways,
but that he would not be so safe.

"Poultry-men are now debating
whether the hen or pullet is callable
of the greatest egg production. There
Is good argument on both sides.
"Some claim that, while hens lay
less than pullets, they lay larger and
heavier eggs, and because of this
fact, the eggs command a better
price than those laid by pullets. ThlB
Is true, but In many sections of the
United Stntes eggs are sold without
grading nnd, consequently the small
er egg Is liable to rommund as good a
price as the larger one.
"Otiiers are In favor of pullets be
cause they lay so many eggs which,
they claim, possess a better flavor
than those laid by hens. No one dis
putes the fact that pullets luy more
eggs than hens.
"The question of which Is the bet
ter, hens or pullets, will never bo
answered so that It will please every
one. It Is simply a mutter of the
likes and dislikes of the individual
pooltryman.
"Personally the writer favors pul
lets. "The eggs of pullets do not hatch
as well as those of hens. Not only
that, but the chicks do not seem near
ly so strong and lively ns those from
hen eggs. For this reason, then, the
writer would advise pullets for mar
ket eggs and hens for breeders.
"The falling off of the number of
eggs from the first year to the se
ond year of the hen's life ti about
fifty eggs. This Is quite an item and
because of this fact, many claims
that a hen does not pay her board.
At the average price of eggs during
the winter, SO eggs would mean
about two dollars In money, which is
quite a loss for each hen.
"Hens that are kept for breeding
should be ones that have never been
forced for heavy egg production. He
cause of the terrible strain on their
reproductive systems, the larger per
cent of their eggs are Infertile, and
what chicks do hatch nro weak."
