The net result of the election has been tbo defeat of all constructive road measures e cept the convict road measures, and the passage of uncalled for and 1111 needed measures still further re stricting road building and rendering an extensive system of good roads impossible. "The road situation Is (ar worse than It was berorn election. Then all that was needed to permit coun ties to construct permanent roads was a simple enabling act providing the proceeduro for culling bond elections. "Instead of passing such an act, as was offered by t ho (irango and by the Home Utile bill, two constitution al amendments were passed, one re stricting the stnte from contracting road Indebtedness for more than two per cent of the assessed valuation, and one restricting counties from contracting rond Indebtedness for more than two per cent of the as sessed valuation. "The constitution now forbids the Incurrence of any Indebtedness for state road building In exeunt of two per cht or the assessed valuation of the property In the state, but an en abling act is still needed to enable the state to spend a penny." There Is good argument on both sides. "Some claim that, while hens lay less than pullets, they lay larger and heavier eggs, and because of this fact, the eggs command a better price than those laid by pullets.
