Utter, of Rhode island, apparently breaks the deadlock in which the House of Representatives would find itself If it were called to elect a President. Up to the time of Mr. Utters death the HouBe was evenly divided. Representatives of 22 states were Democratic, 22 were Re publican and the delegates of four remaining states were equally di vided between Republicans and Democrats. Rhode Island was one of the states In which the delegation was equally divided and Utter's death, should his place not be filled by a Republican to finish the re mainder of his term would throw Rhode Island to the Democratic col umn. Throwing Rhode Island to the Democratic column, however, would not permit an election by- the House because the constitution requires a m&inritv of the slates. This would be 25.
