The amendment is generally re fererd to and discussed as the "Grad uated Slnglo Tax," and but rnrely, if ever, is any reference made In pub lic discussions to the fact that It con tains the provisions for single tax In all counties. Tho general under standing is that this measure only Im poses certain specific tuxes on lands owned by one person In one county, or tho value of $10,000, and over, for state expenses only. This Is not tho case. Clnuso ( 1 ) of the proposed amend ment, pngcB 220-237, of pamphlet Is sued by the State of Oregon, reads as follows: "The people of any county may at any tlmo by a county law assesB and tax personal property and Improve ment on, and under land In their county, but except as such property may uo assessed and taxed by and under such county laws the same is exempt from taxation In Oregon. Such local county laws may be en- icted. amended or repealed at any regular general election, or at a special election if such special elec tion Is demanded by Initiative peti tion of not less than fifteen per cent of the registered voters of the coun ty, the County Court shall give at least Blxty days' notice of every such election." If the law carries, It will automati cally Impose single tax on every county In the state, notwithstanding a tuumj may ue opposea lo sucn a measure. It will also be noted that In order to call a special election under this provision not less than 15 per cent or the registered voters of the county will be required to sign an Initiative petition for this purpose, whereas in other cases but eight per cent of the registered voters is re- I quired.
