I.OCII Mill YEARNS KOB KKKKDOM FltOM PRISON". t Leonard Lochard. the man who tried, to burglarize Josephson's store in this city and served a term in the penitentiary, only to be later re sentenced for larceny lu Multnomah County, Is demanding his freedom and vengeance against "Ted" Minard and others whoso testimony put him behind prison bars a second time. The Portland Oregoniau of Juii! 23 says: From his cell In the penitentiary L. G. (Leonard) Lochard is clamor j ing for vengeance of the law upon the men who, he asserts, deliberately framed a conspiracy to convict him of the murder of Harbara llolzman, the 4-year-old girl who was found slaughtered in a Hussell-street room- ing house, over a year ago. The de mand has revived memories of a uine- day sensation at the time when the (accusation was levelled at Lochard a few months ago. Lochard, who Is under sentence for larceny, has written a letter to District Attorney Cameron, in which he asserts that W. F. Minard, Frank Jennings and .1. F. Hawkes concocted the charge against him and suborned I false testimony to fasten the awful crime upon him, induced thereto by hope of the reward and to satisfy private grudges. "I cannot sleep," writes the pris oner, "and have not enjoyed a well day since that terrible ordeal. Is there not some law by which these men can bo reached?" The District Attorney fa not dis posed to give much attention to the plea, as the statements of the men were not made under oath, and no statute, unless that of conspiracy, will cover the case. Neither is lie disposed to admit that the charges were a "frame-up," as asserted by Lochard. ADVERTISED LETTERS.
