An hour's session of the city coun
cil Monday night was occupied tor
the most part with paving matters,
featured by two more petitions.
These came from the property own
ers on Watson street, from Lane to
High, and on all of Blakeley street.
The former petition asks for asphult
pavement, the latter for concrete.
The roadway of each is to he 24 feet
wide. Doth petitions were reterren
to the street committee, who will
make favorable reports at the next
meeting of the council.
Ordinances were passed authoriz
ing the paving of Stephens Btreet.
from lirockway to lloherts, and
Sheridan street, from Oak to Cass.
In accordance with his previously
outspoken opposition to further ex
penditures for pavement, Councilman
l-'ullertou voted "no" on the
Stephens street ordinance, notwith
standing the improvement was peti
tioned for by the property owners
directly affected. Nachter voted
with him against the other ten mem
bers of the council. When the Sheri
dan street ordiuauce was placed on
passage, however, both Fullerton and
-achter, without explanation of the
change of attitude, voted "yes."
An ordiuauce was Introduced pro
viding for the paving of Urockwuy
street, from Stephens to Jackson,
with concrete.
Other .Mullet's.
Introductory reading was given an
ordinance providing for the sale of
$13,s:H.31 worth of sewer bonds
under the Bancroft Installment law.
Of that sum, $1:1,575.70 represents
unpaid assessments for the South.
Koseburg sewer. The remaining
$215.01 will be applied to the sewer
in block No. G9, North Uoseburg.
W. K. Dnvenport submitted u lone
bid of $20 for 1200 feet of con
demned lire hose, a single joint of
which cost the city more than $20.
The bid was rejected, and the re
corder was authorized to sell the hose
at private sale. To purchase 1000
feet of new hose Is the purpose of an
ordinance Introduced, providing for
an appropriation of siooo.
A resolution was adopted declaring
the council's intention of building a
sewer in the Blakeley street district.
The engineer's estimate of cost for
a sewer to meet both sanitary and
drainage purposes Is $875. or $1.40
per front foot of the property in
volved.
By a vote of 10 to 2, an ordinance
was passed to permit property own
ers on the east side of Chadwlck
street, between Oak aud Washington
lo build their sidewalks flush with
the curb, Instead of allowing for the
usual parking space. When the
slreet was laid out It lacked three
feet of conforming to the regular
slreet width of lio feet, and It was
to compensate the property owners
affected by this Irregularity that the
ordinance was enacted. The dissent-
ins votes were voiced by Ilouck and
Clark.
The matter of providing public
drinking facilities was brought up
on an Imiittry by Mullen and evoked
from -Mayor Mlcilll the Information
that an architect was now engaged
in constructing plans for three street
rouutalns.
Lamp Post Hill Iti-jeeleil.
Adopting the recommendation of
the judiciary committee, or which
l-'ullertou Is chairman, the council
refused to assume the payment of a
judgment of $120 docketed in the
city of Portland against members of
the Host-burg Commercial Club for
the balance due for iron lamp posts
for the ornamental light system. Kul-
lerlon said the city was neither legal
ly or morally obligated in the settle
ment of the claim, because when the
lamp posts were installed it was with
the explicit understanding that the
cily was to bear no part of the cost
for them In view of the fact that the
city lighting bill would be Increased
by the new syslem lo the extent of
$65 a month.
No action was taken by the conn
