Senator Senator Hourne' parcels pout bill, Introduced a few days ago, is dinn ed to give the people of the I'lilted States as low a meirhHiidlHe rati aa the actual coat of the aervlre will permit and to liaxe the charxe upon the aer vice rendered. Ilia bill In cludes what ia called a "zone" sys tem, with rat en varying according to distance. This plun give the advant age to the local merchant, and yet provides much lower rates for long hauls than the rates now In force. For example, the present rate on mere hand trie is one cent an ounce, or 16 cents a pound, regardleKs of dis tance. This is an absolutely un scientific rate. It now coats a real- dent of a rural route 1 6 cents a imii)d to have merchandise mailed to hi in from his local market. And the limit is four pounds, which would cost '4 cents. Under the Hourne bill tbe rural rate is 5 cents for tbe first pound and 1 cent for each additional pound, or 15 cents for 11 pounds, this weight being the limit. Not For Mult Onler HouHes. Hut the Hourne bill will not be an favorable to mull order houses uh local merchants have feared. Tbe new Chicago or Kansas City rate to Oregon, Is 12 cents for the fintt pound and 10 cents for each additional pound, or $1.12 for 11 pounds. The present charge for 1 1 pounds, made up lit four-pound packages, would be $1.76, so that there is a reduction of 64 cents. Yet the local merchant has the decided advantage with tbls $1.12 charged on the package from Chicago. This difference of 97 cents because of the greater dis tance Is believed to be ample protec tion to the local merchant and fully Justified by the cost to the govern ment. Senator Hourne has always assert ed that retail merchants are not In jured by mail shipments. but by freight shipments, and that mall rates can never compete with freight rates. The freight charge on mer chandise from Chicago to Oregon Is $3 or less per hundred, or3 cents a pound. The parcel post rate is 11 cents a pound for the same distance. Hence it is claimed by Senator Hourne that the great bulk of goods ordered by mail will always be ship ped by freight and that the amount of goods shipped by mall long dis tances will not materially Injure local merchants. The bill, however, gives low rates for short distance. Thus, for the first zone, with a radius of about 60 miles, the rate Is 6 cents for the first pound and 2 cents for each additional pound or 26 cents for 11 pounds, or about 2 1-3 cents a pound. Htntlstlcs show that more than half the package business comes with in a distance of 206 miles, for which distance the Hourne bill provides a charge of 7 cents for the first pound and 3 cents for each additional pound or 37 cents for an 11 pound parcel. These short distance rutes are much lower than experss rates now In force. Many people ask why II pounds Is fixed upon as the limit and the expla nation Is that the International parcel post limit Is five kilograms, or ap proximately 11 pounds. Siitniiiary of IiuIcn. These rates are based upon a care ful computation of the actual cost of collecting, distributing and deliver ing packages, plus actual cost of transportation. i weight limit 11 pounds, and max imum charge 12 cents the Inter national limit and rate. Although all Si l verton will attend the funeral cere mony, for the iiavenports, father and son, seemed kin to everyone in the community, so much loved were they. The funeral will be very simple and iinostentutious. Homer when a boy was a leading figure In the Sllverton band, which haa always been able to get together during hia visits home. Now the re maining members will play his fav orite pieces at the funeral. There will bo no hearse, the pall beurers bearing the casket from house to cemetery. The Kveiilng Record prints the following: Plans for the Southern Pacific bridge for the crossing of Coos Hay have been sent to the I'tiited States Knglneer's office at Portland to Junior Engineer F. E. l.eefe, In charge of operations on Coos liny, with instructions that the plan be thoroughly circulated and that every body on Coos Hay be given an oppor tunity of saying whether they favor such a bridge aa the plans call for. .Mr. l.eefe called a Record man to his office this morning and showed all the plans and the maps, four In num ber, accompanying them. One map Is a guedetlc survey made In 1908, an other, the plans for the bridge, an other a partial drawing of the bay waters obtained last year by govern ment survey, and still another, the largest government chart of the en tire bay. Contrary to the general supposition the bridge draw Is located on the present channel, where there Is plen ty of deep water, and the crossing comes as the Southern Pacific agents have recently said, at right angles I from Sand Point, on the north side of the bay, to the south side, and there crosses the tidelands for some dis tance. The application has been made to ' the war department, as the letter fol I lowing will set out; this is dated I from San Francisco April 17, 1912. so that it is probable the plans were being forwarded from San Francisco 'shortly before Mr. Millis was sent ' here to obtain rights for the com pany. I It la shown in the plans submitted 1 that there will be a straight channel 1 from the east to the west of two miles, one-half mile east of the draw, j between ..orth Uend Point and thi bridge, giving time for ships leaving I the bay to straighten their course be : fore arriving at the bridge, after I rounding the point of the Peninsula. On the inward voyage there would be no question of their passing safely through, for there Is a straight course nearly a mile and a half west of the bridge. Engineer Leefe said today It is pos sible there is one shual in the chun uel, east of the bridge, but he could not say for a certainty that there is one.
