Amend Dick Dill. WASHINGTON, April 6 To make the state mllttla available lor ser vice In a foreign war, It Is now pro Tided to convert It Into a volunteer army by amending the Dick law. In conference with several officers of the National Ouard, several members jt the House committee on military ailalrs have formulated a bill which they think will overcome the consti tutional objections to the present or gsnliatlon of militia as set forth In the opinion of the Attorney-Ueneral. When the Dick bill was enacted it was assumed by officers of the Na tional Guard that tbe state militia was made available tor any sort of ssrvlce when called out by the Presl dent. The first intimation that this was not true came In the opinion of the Attorney-Oeneral, published re cently. This leaves the National Ouard In an embarrasing situation. A great many of the officers do not believe that the Ouard should wait until Congress passes the militia pay bill. They realise that on account of the economy policy of the Democrut 10 majority In the House the pay bill will encounter considerable opposl tlon. because of the fuct that it culls for the expenditure of sucn a lurxe sum of money. In their opinion the Dick bill can be amended without aoy serious opposition so that it will occasion no additional expense. GOING AWAY? Hffore she could accomplish her pur pose medical aid was at hand and her Hie was saved. Mr. Kaviita is a railroad laborer In Jersey City, and Mrs. Ravilta says he has always been1 good to her, but she insists she does' not want to continue bearing child- ren. She is 4 8 years old. Mrs. Ravilta sent them all toj school, then she built an altar Ir I the parlor of her home, knelt before' it and said her prayers aud drank the' contents of a bottle of turpentine, j Her screams were heard by neighbors and phvHicians were summoned, who saved her life. ' I don't want to bring more child ren into the world, she sobbed at the hospital when further relief put her lu condition to talk. "We are poor people and cannot afford to keep on having babies. For a long time 1 have thought of this and It made me very sad. So 1 prayed for guidance and the answer came that I would be better orf dead than alive. My husband and children are very good, but 1 could not bear to go on as we were doing. Now I suppose there is no help tor it, but 1 wish 1 hud died."
