The resolution requests this action by Congress und asks that develop ment and commercial organizations of the three states get back of the movement, the thought being that the proceeds of land could not be spent to better advantage than in building roads through the laud. The resolution recites that "the advantages and benefits derived from mo systematic making of permanent roads is beyond question," that "the ueveiopmeni 01 any undeveloped area Is given Impetus by the construction of good roads and the values of lands are Increased aud production quickened."
