JUDGE RAPS I XIOX MAX. The "Loudest-Mouthed Picket In Al blna" Sentenced. PORTLAND, March 13. De Dounced as the arch-Instigator of trouble at the Albina carshops, where a strike of machinists ia In progress. W. C. Lurkenblll, a union picket, was given the alternate by Judge Tazwell yesterday of remaining away from the picket line or serving a sentence of 90 days and paying a fine of $200. The order of the court came after Lurkenblll had admitted on the wit ness stand that all the police had said that he was the loudest-mouthed man in Albina. He also said, with some show of pride, that if there was any fighting going on over the strike, he was pretty likely to be In It. The case was the outcome of an affray between pickets and workers In the shops a week ago, when stones were used as missiles and the strik ers were driven away by a show of arms. As a result, J. P. Krentz. J. L. Bowers and Luckenblll were ar rested on complaint of the shopmen, while the strikers caused the arrest of W. A. Holt und A. C. Allen, em ployed In the shops. Holt and Allen appeared for trial, each with a wound on his head, and their attorney commented on their being brought In with wounds, to be subjected to "further punishment." The shopmen demanded a trial by Jury, while the strikers left their case In the hands of the court. The testimony showed that the trouhle started when Allen resented an abusive epithet applied to him by Luckenblll. Allen was 'attacked by three pickets, witnesses said, and Holt went to his assistance. The fight became general until a watch man at the shops brought out a lot of plckhandles and, by displaying his revolver, drove the pickets away. The Jury found the two shopmen not guilty. Judfjo Tazwell then dis missed the charges against Krenz and Bowers, but reserved Luckenblll for special treatment. He had been be fore the court frequently, nnd was under a suspended sentence of ten days for similar acts. "You are over-zealous," said the court, "and are constantly getting yourself and your union into trouble. I believe that if you were not there the trouble ut the shops would be much less. You had better keep away from the shops." The court then Imposed a penalty of 90 days and a flue of $200, but suspended the sentence on the under standing that If Luckenblll appeared again on the picket line, either at the Albina or the Urooklyn shops, he would be arrested and made to serve the term and pay the fine. Attention Is called In a recent con sular report to the thrifty plan fol lowed In the province of Hanover, Germany, of planting the roadside with fruit trees, the product of which is sold at auction for the benefit of the local government, the revenues thuB obtained going a long way to ward the upkeep of the roads. Han over has some 7000 miles of country highways thus bordered. This year some of the roads yielded a revenue, from tills source, at a rate of $.19r, a mile. The fruit is protected by law, and during the season of ripen ing the roads are patrolled by sharp eyed watchman, on bicycles, so that little.
