He Is in the same fix that he waa on a former occasion when after giving an opinion, he subsequently changed it, admitting that his first opinion was rendered without examining all the law. That he has not read the present bills is proven by his assertion that the annual Interest on the proposed bonds will be J2.IMIO,0()0. It won't be the half of $2.(100.000. The first year It will be $100,000. There will be an Increase of $100,000 a year for ten years, less the counter balancing Interest received by the state from the sinking fund. Crawford says the entire Issue must be $40,000.0(10. The law says $20,000,000, but Crawford doesn't know that. He hasn't read the law. Whether or not the several counties will Issue bonds over and above state bonds Is entirely optional with the counties. Some of his friends ought to tell the Attorney-General that there Is Biich a provision In the bills. It would be well for the Attorney General to help straighten out the legal mess Into which his vast legal knowledge has led the state respect ing the private irrigation companies before he further exploits bis ignor uuce of the road bills.
