Captain John McAuley Palmer, of the general staff of the United States Array, contributes to Scrlbner's Maga zine for February a discussion of "The Insurance of Peace." in which he presents a plea for military effi ciency as the best preventative of war. The Civil War his cost nine billions of dollars to date. It might have been prevented, he believes, by an appropriation of five millions per annum from 18o0 to 1860. 1 German education under govern ment direction is rapidly eliminating unskilled labor, says Elmer Roberts in the February Scrlbner's. The homicides In the year are placed at 8272 (as compared with S97. in 1010), and the legal executions at 74, which Is a decrease of 30. "There has been less public dishonesty In 1911 than in 1910," says the Tribune, which adds in ex planation: "The record, which Is on ly an approximate one, shows a total in round numbers by embezzlement, forgeries, bank wrecking, etc., of $12, otto, 000, as compared with $25, 000,000 In 1910."
