W hy It Is Needed.
There Is a call (or the scout move
ment because the boys In our modern
life, aud especially In our cities and
I villages, do not have the chance, as
I did the boys of the past, most of
i whom grew up in the couutry. to be
I come strong, self-reliant, resource-
fill, and helpful, and to get tc
. quulnted with nature and outdour
i life, w ithout special guidance and
, training. Therefore this movement
. brings Ihe boys together in patrol
and troops, aud seeks to cultivate In
them courage, loyalty, patriotism,
fellowship, self-control, courtesy,
kindness to animals, usefulness,
cheerfulness, cleanliness, thrift, puri
ty and honor. It believes that with
such training American boys will, as
men. be leaders In progress, peace,
and all things right and good.
Scout Objective and Scope.
As an organlration the scout move
ment Is neither military In thought,
form, or spirit, although It does In
still in boys the milltury virtues, such
as honor, loyalty, obedience, and pa
triotism. The uniform, the patrol,
the troop, the the drill are not for
milltury tactics; they are for the
unity, the harmony, and the rythu
of spirit that boys learn In scouting.
It Is the wearing of the uniform and
doing of things together, as scouts,
that they absorb the force and truth
of the scbut law which states: "A
scout Is a friend to all, and a brothct
to every other scout."
The movement stands for patriot
ism, the patriotism that causes a boy
to love his country, aud Instead of
boasting about it, serve it by being
a good citizen.
The movement alms to supplement
the various existing educational
agencies, and to promote the ability
In boys to do things (or themselves
nnd others. It Is not the aid to set
up a new organization to parallel In
Its purposes others already eBtao
lished. The opportunity is afforded
these organizations, however, to In
troduce Into their programs unique
features appealing to interests which
are universal among boys. The
method Is summed up in the term
Scoutcraft, and Is a combination of
observation, deduction, and handl
ness. or the ability to do things.
Scoutcraft Includes instruction in
First Aid, Life Saving, Tracking. Sig
naling. Cycling. Nature Study, Sea
manship. Campcraft, Woodcraft.
Chivalry. Patriotism and other sub
jects. This is accomplished In games
and team play, and Is pleasure, not
work, for the boy. All that is needed
Is the out of doors, s group of boys,
and a competent leader.
"Something to do, something to
thing about, and something to enjay
with a view always to character
building, for manhood, not scholar
ship. Is the first aim of education."
Community Value.
Tho promotion of the boy scout
movement has Been recognised as a
cnuiiminlty asset. It is the com
munity's opportunity to reach the boy
for good citizenship. The organiza
tion r the local council and the pro
gress of Its activities, as related to
scouting, is evidence to the boy. who
knows the scout program, that the
community Is Interested In him: not
only Interested In his education thy
compelling him to attend the public
school In order that he may be prop
erly trained for his citizenship duties
later on), but Interested In his play
nlso. when that pluy wholesomely and
happily contributes, as It does In the
Bcout program, to his physical, men
tal and moral development.
The local council through scouting
makes an asset of the boy; It makes
him co-operative with the commnnl
tv's interest; It places a value on the
minority years of his citizenship life;
It gives him something to do. It
teaches him to do things for himself;
It makes him self-reliant, couraglotis.

Statistics give convincing evidence
that the minority years of a boy's
life are the most Impressionable

that boys are In greater danger of

majority. Scouting begins with a
boy when he Is 12 years old In the
school period of his life thus mak
ing It possible for the local council
to ascertain the number of boys In
the community who are eligible to
become scouts, and who would be
benclitted by the scouting program.
