of the Court of Commerce. In a
written decision, in the Spokau? rate

because the court disagreed with the
Commission's methods In making the
rates, but that "it found satisfaction

The Commerce Court emphasized
its authority under the law to grant
exceptions to the application of the
clause by declaring its belief that

to lower rates than cities where there
Is no water competition. This is n
serious blow to Spokane, Iteno and
other inter-mountain cities.

tar and feathering Miss Marv Cham
berlain, a young and pretty school
teacher here, began today. A num
ber of strangers are in the city lured
by the anticipation that the testimony
will be risque.
Miss Charbrmin was dragged from
a buggy, in which she was riding
with a barber, one night in August
on the outskirts of town, by a band
of masked men, who carried her to
a bonfire, stripped her and applied a
oat of tar and feathers. Then they
disappeared and the barber re
appeared from hiding and assisted
her to gather her clothes and drove
her home. The barber was later con
victed of complicity in the affair and
sentenced to one yeat in the peniten
tiary. He will testify against the
others now under arrest. The prose-
ution declare they will demand the
full penalty $1000 fine r.:id one year
in jail.

nial of all of the material allegations
of the Indictment and no amount of
cross-examination could lead him in
to a contradiction. His counsel did
not call on him to submit a specimen
of his hundwrlting to the jury, and
this gave District Attorney Hrown an
opportunity to muka. a strong point

Every one of the 26 passengers
and 22 members of the crew is
well and not a single life was lost or
a person injured, notwithstanding
their nerve-racking experiences dur
ing the 26 hours that they were slow
ly drifting toward what was appar
ently their doom on the rocky beach.
