They are .to be issued in lieu of a similar amount of bonds floated on Novem ber 1, ISM, to raise money for the erection of the city hall and the con struction of a sewer system. Those bonds mature on November 1 of this year and as there will he no cash on hand with which to pay them the city's only recourse Is the refunding plan. An ordinance providing for the reissuance of the bunds was In troduced at Monday night's meeting of the city council. As soon as It is enacted, which will probably he next Monday night, bids lor the bonds will he advertised for. The council proposes to float the Issue at Ti per cent and for a tenure of 20 years. The issue maturing next November has been drawing Interest at the rate of 7 tier cent of their 20 years' tenure the city will! have paid total interest of $3.7,0011. or $10.(lno more than the amount of j the principal. At 5 per cent, the principal will be euualled exactly by the Interest at the end of 20 years. With the sale of the substitute bonds, the standing Indebtedness of the city will continue at $100.0110. Of that amount, $7r..U00 represents the city's share of the cost of street paving. It is true that other paving bonds have been flouted, but in those instnnces the city merely acted as a go-between for property owners and pit vine companies under the Bancroft law, and these transactions In no way Involve the city's credit. Individual , property alone being secjiity for such bonds. The city of Uoseburg emerged from Indebtedness, exclusive of bonds, three years ago, when the countv went into the prohibition column.
