of the reciprocity measure. The Lib
eral government, headed by Premier
Luurier, has determined to appeal .o
the people on account of the obstruc
tion tactics of the Conservatives.
The election will be called within
two months. If the Liberals win.
the reciprocity treaty will be passed,
if the Conservatives win, Borden be
comes prime minister and reciprocity

dent Taft this afternoon signed the
reciprocity measure, making it a law
so far as the Cuited States is con
cerned. Just when the agreement will be
come operative, now that it has been
finally ratllied into law by Congress
and President Till l. was a question
upon which there was n division of
opinion among authorities here to
day. As agreed to, the measure con
tains two sections. The first sels
forth the full dutiable and free list
articles to be sent under the terms
of the bill from this county to Can
ada, and the dutiuhle and free lists
of articles sent from the Dominion
to the United States.
The second section provides for
free entry Into the United States
from Canadian provinces that do not
enforce any export tax or other re-
scrictions. on shipments to the Uni
ted States, of wood pulp, newsprint
and other paper and paper board
manufactured mainly of wood pulp
and valued at not more than four
cents a .luitind.
