alone," Mayor Haynes declared. "Mr.
Connor's application may be con
sidered disposed of for good unless
the city attorney renders an opinion
adverse to the ordlnauce."
"The city has enough near-beer
places now," said liouck. "1 suppose
though, there would be no objection
to granting Mr. Connor another li
cense if we were sure he would sell
nothing stronger than near-beer."
"It Is neither our place nor fair
to Mr. Connor to assume that he will
sell stronger liquor than near-beer,"
waB Sether's view. "If we are to
assume that the sort-drink estab
lishments are vlolatiug the law then
we have no right to issue a license
to Connor or anyone else. If we
do not hold such an Iden, then It's
our place to grant him a license as
readily as we have others and for
any other class or business. If Mr.
Connor should violate the law it
would be a matter for tho authori
ties to handle."
Mullen waxed sarcastic. "It looks
like nothing strongur than near-beer
was being sold In the city, doesn't
It?" he said. "Look at the daily
spectacle of men staggering about on
the streets drunk. I say right now
that I will never vote for another

street, from Mosher to Haynes. An
other ordinance enacted revises the

tight affirmative votes to grant the

Connor Is operating two soft drink
establishments In Iloseburg. His
icense covering one of these is in
iluded in the first six issued by the
lotincll. He applied for the second
icense eight days ago, conjointly
tith an application submitted by R.
. Mathews. It was contended that

If the two, but the council guve pre
ledence to Mathews' because he was
llready in business and entitled, In
ielr opinion, to first consideration.

width. Ordinances introduced pro
vide for the paving of Kast Lane
street, from Kune to Spring, and
Woodward street, from Pine to
Stephens.
Arbitrate Gaddis Claim.
Arbitration is the remedy adopted
to settle a disputed claim presented
to the council by W. C. Gaddis, the
contractor, for making a 111-foot

Mr. Gaddis' bill is for $174, based
on actual cost, plus 10 per cent. The
council held that Mr. Gnddis was
entitled to only the same rate of pay
as he was charging in his contract
lor the entire system. The bill whs
cut down to $55 and Mr. Gadilis re
rused to accept it. Councilman Ml
celli pointed out that both Caddis
and the city would lose by a lawsuit
and he moved that the matter be re
ferred to a trio of arbitrators, one
chosen by the council, the second by
Gaddis and the third by the other
two members. Gadilis assented to
this plan. Mayor Haynes then named
Councilman A. A. Jones to represent
the city. The other two members
are yet unannounced.
Other Sewer Matters.
The action of the council a week
ago in rejecting the remonstrance 01'
A. S. Frey against the Inclusion In
the North Hosehurg sewer system 01'
125 feet of his property which, he
ulleged, could not be benefitted, was
rescinded Monday night by the al
lowance of the protest. Mullen
voiced a solitary dissenting vote, de
claring it was establishing a bad
precedent to eliminate any part of
a system of sewerage after it had
onco been established. It was plain
ly shown to the council, however,
by Mr. Frey nnd Councilman liouck,
that the property cut out of the sys
tem was unfit for residence purposes
and that it would be unjuBt to force
Mr. Krey to pay a sewer assessment
on it.
The council adopted the estimate
or $229 or City Engineer Germond
for an extension of the North Rose
burg sewer system to block No. 6!l.
The engineer was directed to pre
pare plans and specifications for the
construction of u sewer In the vi
cinity of Rast Avenue, or, ns the peti
tion of the property owners is
worded. "In that locality east of the
railroad track, south of Deer Creek
and West of Juckson street.
Under suspension of the rules, the
bill of VV. L. Henry ror $:U for re
pairing and Hushing sewers was al

notify the Southern Pacllic Company
to plank all of their crossings In

Wilson, section foreman on the
Northern Pnclllr Railway, today con
fessed to the horrible murder of
Archie Coble and his 1 7-year-old wife
at Rainier, Wash., on the night of
July !. according to the announce
ment of Sheriff Gaston today.
1'he Cobles were slain with an ax
as ihey slepi In their bed. The mur
derer then profaned the body of .Mrs.
Coble, who was shortly to huvo he-
oine a mother. Wiisnn has a wife
and five children, lie lived near the
Coble home. He was arrested four
days ago after his wife had told the
police that lie washed blood from his
person the morning after the mur
ders.
The only explanation Wilson gives
or Ills crime is that he possessed an
unconlrollable mania to kill. He had
110 grievance of any kind against' the
Cobles. When the murders were dis-
overed, Wilson volunteered Informa
tion that led to the arrest of Swan
Peterson, a slightly demented man,
who later proved an alibi.
Though the crimes are alike, there
is nothing to connect Wilson with
the murder of the Hill family at
Ardenwiild, near Portland, u few
weeks prior to the murder of the
Cobles.
