When ex-Presldeut Roosevelt made
his last trip to Portland. Mr. Flnley
was the only man In Portland who
had access to him, by special ap
pointment. This acquaintance with
Mr. Roosevelt began Just before the
African expedition, when Mr. Flnley
was called Into conference relative
to the character of the camera tint
could be best used for photographic
purposes on this trip. Tills confer
ence Included u Journey to Harvard
College, where Mr. Flnley spent con
siderable time with Kermlt Roose
velt, who was afterward selected as
oillcia! photographer for the Roose-1
velt expedition.
Many people of this state are not
aware that It was through the recom
mendations of Mr. Flnley that Presi
dent Roosevelt set aside 'the game
reserves In Oregon known as the
Klamath, Malheur and Three Arch
Rocks reservations. Later, an appro
priation was made by Congress to
warden these reserves. The purpose
of these reservations Is to protect
the birds from plume and murkot
hunters. From the Klamath country
alone 120 tons of ducks were shipped
In one year. The importance of this
interest is upparent to ail residents
of the state.
The sportsmen and naturalists of
the United Stutes will watch the work
of the new State Game Warden of
Oregon with peculiar interest, as it
is tho first Instance in this country of
i a leading scientist beleng appointed
i to Hint position. Naturally, therefore,
'considerable change In policies Is ev
' pected.
I "The policy of the State Game
Warden, lu the past," said Mr. F!u
. ley, "has been characterized very
' largely by policing. The belief has
been general that Orugon has enough
igame and that Its protection Is all
! that Is necessary. As a matter of
fact, game cannot be made abundant
by making and enforcing laws. We
have not enough game and In spite of
protecting what we hnve. we observe
that there Is less and less every year.
It Is absolutely necessary to hae
the Inlluence of the people und the
farmers In particular back of the
movement, but, above all. the in
fusion of new blood, meaning the
propagation of game, as well as the
protection.
"It will be one of tho policies of
the present Warden to continue the
work of protection with vigor and an
efficient force- of Deputy Wardens.
Another and equally as important a
fcaturo will be the propagation of
game. The Nutional Government is
doing valuable work in restocking
the streams of the state with salmon,
while the propagation of trout is left
largely to the state. The establish
ment of trout hatcheries will lie one
of our first efforts. Along this Hue,
it Is well to stute that one cliuugc
in the work will bo to keep and feed
trout until they are 2 'A inches long
and able, to protect themselves, In
stead of releasing them when they
are an Inch In length. As far as the
funds collected from anglers' llcens,
will permit, this work of hatching
trout will be prosecuted.

blood. This will be done while the
two years' closed season Is In fore

Under the new law tho Governor
Is cmpowored to proclaim all grounds
surrounding state Institutions as
game reserves. This has already been
done, giving the Stute Gamo Warden
a nplendld opportunity to carry out
his Ideas. Private grounds may also
he used under contruct with the War
den and Mr. Flnley Is already con
sidering several sites for this pur
pose, it may bo stated, therefore,
that the policy of the new regime
will bo largely centered around the
propagation or new guino and tbe es
tablishment of ample reservations for
their use. Mr. Flnley Is intensely In
terested in working out his theories
and has said, time aud time again,
that all of his work will come to
nuught without the conscientious co
operation of the people of the state,
with special reference to those of the
rural districts.
