The session of the Legislature of
Illinois was to close at midnight a
week ago. New civil service laws
had wrested 1400 state positions
from the spoils system and brought
all 'under civil service regulations,
it was the last chance of the old
guard, and the clock had not yet
struck.
All day long Btate officers and de
partment heads were besieged wl'.h
requests or demands for Jobs. From
daybreak swarms of office hunters
began to arrive In Springfield, and
crowded every oiliee. "They wavlaid
department heads In the corridors,
tliey stalked them on the stairways.
Kifty or more legislators mixed with
the crowds and put in pleas for jtru'
one more job for their districts."
The wires were kept hot all day by
those unable to add their own pres
ence to the crowds.
The clock struck, and the officials
had time to sit back and take count
of results. "Well," said one. "the
old patronage system wasn't what It
was supposed to be, anyway for
every job given tho giver made a
friend only or the lucky man and
enemies of all the others who didn't
land." Coventor Deneen breathed a
sigh of relief from the burden of
distributing patronage.
Illinois has thus made another for
ward step In cutting away public
olllce from private patronage. There
will bo at any rate 1400 more men
who have no gratitude to express by
political servitude to those who se
cured for them a livelihood from the
public purse. The state Is a gentler
taskmaster than the corrupt and cor
rupting politician. Journal.

Marshlleld Bankers Negotiate Ilig

Thomas P. Nolan, an attorney from
Omaha. Neb., has completed nego
tiations for the purchase of the Coos
Hay water Company from Flanagan
& Bennett, the bankers of this city.
The price is said to be $130,000. The
deal has been made with the pro
vision that the city council grant a
franchise to the new ' owners. In
making application for the franchise
It was stated to the council that
new reservoir would be built ind
more mains laid and that the water
plant would be put In a first class
and modern condition. The water
company gets Its supply from a point
west of .Marshfleld and furnishes
water to both this city and North
Uend.
The franchise, in all probability,
will be granted to the purchasers and
the deal closed. It is said that Mr.
Nolan Is acting for Eastern capital.
