William Michael, counsel general at
Calcutta, India, former chief clerk in
the department. This action follows
an investigation of the payment for
a portrait of former Secretary of
State William R. Day.

retary Day, now a justice of the Su
preme Court, arranged with Allbett
Rosenthal to paint his portrait for
$7 90. Rosenthal signed a blank
voucher and received Michael's check
for $790, the vouueher afterward

count for more than two men, and

years of age: about 5 feet 7 or 8
Inches tall; thin, weighing not morn
than 140 pounds; dark or gray eyes:
no mustache, oue week's growth of
black beard; dark complexion; face
rather long and sunburned; black
hair: mild voice: wore a dark eont
buttoned across the throat, and a
black cap; had two small pistols,
one nn niiloinutic; called his partner
"Joe."

passenger coaches. Conductor John
ston notified the passengers of what

return homo from a trip to Sun Fran
cisco. He described a number of
very funny incidents In the cars.
One woman, he said, removed her
false hair from her head and wrapped
It around her money.
Five men, securing weapons, went
ahead to look for the bandits and
micceeded 111 "holding up W. Hughes,
the head briikeninn, who was return
ing in Hie' coaches. He ndvlsed them
to go hack and they did so. From a

ward him in the darkness and rather
than risk a battle against such odds

It will be several weeks before

by the robbers will be known. This
will he gruduully ascertained by the
postal authorities as complaints are
received from the persons to whom
