Many Vard Wrecks.
HOUSTON, Texas, June 27. Any
train or euglnenian on the Harrlman
system who comes into a terminal
with a cleuu face and hands is liable
to discharge. This novel order re
cently has been promulgated on the
lines ot the Southern Pacific, a Har
rlman property, and Is general from
coast to coust.
The order Is a step toward the pre
vention of wrecks. A study of the
wrecks by officials of the system de
veloped the fact thut a majority oc
curred In the yurds or near the ter
minals of the divisions. This situa
tion led to the belief that as the train
approached the terminal all hands re
laxed vigilance. It was found in these
cases thut the crews took time to
wash the grime from their hands and
faces so they could enter the termin
al, turn over their train and leave
the yards at once.

CHICO, Cal., June 27. Helen
Rumbei, 13 years old, beaten for
neglecting a task, la dead at her home
near Grldley. Mrs. Emma Rumbei,
her Btepmother, and Arthur Lewla,
her stepbrother, were held today by
a Coroner's jury to answer to charges
of murder and have been rushed .o
the county Jail at Orovllle for surety.
The countryside la half crazed with
rage.
Lewis and Mrs. Rumbei reported
that the girl had committed suicide. '
An Inquest, instituted Immediately, '
developed that the girl's body was a
mass of bruises, and that her face u
death remained black from the chok
ing she had received. I
Mrs. Rumbei then told what Is be-
llered to be a correct version, of the ,
affair.
Helen, she said, should have milked
three cows yesterday, but milked on
ly two. For this, said her step-'
mother, she was beaten, and then
strapped to the floor In the attic,
where she fainted. Mrs. Rumbei ex
plained that she made several trips
to the attic, throwing cold water on
the girl to restore her to conscious
ness, and that on her final trip she
found the girl dead. It was testiiled
that young Lewis, acting under or
ders, bound the girl to the attic floor
and tied her hands.

The case of Bertha Ransom vs. the
City of South Bend for (30,000 dum
uges for personal Injuries which has
been on trial for the past ten days,
was given to the jury at 2:16 p. m.
yesterday and at 9:30 o'clock the
jury returned a verdict In favor of
the plaintiff for $15,000. The case
was hotly contested and will now un
doubtedly go to the Supreme Court.
Miss Ransom fell over a plank and
claimed to be permanently injured.
She was a Portland teacher.
