Hoover, former mayor of the city, ad dressed the council Monday night. "Wo have had and have got now very poor engineers in this city," said Dr. Hoover. "It seems Impossible to get defects corrected. Mistakes of one engineer have been repeated hy others. On Kane street, where I own property, the curb on the east side, according to the survey for the pro posed paving. Is 18 Inches higher than on the west side. Unless this absutdllv Is rectified we will hnvo a street that can be traveled only on one side, like other streets In our city. II the engineer doesn't know what an ideal city looks like he ought to visit one and then give Itose burg the benefit of his observations. In the original street engineering for the Roseburg paving too inch atten tion was paid to old property levels. Instead of Ignoring them altogethiT, as all other titles do. As former may or. I am perhaps In a measure re sponsible for the existing conditions. but had I known In time of the ridic ulous nature of some of the surveys I would certainly have opposed their acceptance. 1 wish to state right now that If the paving of Kane street Is proceeded with on the survey as It now stands, I will take legal steps tu enloin the work." City Engineer Gerinond stated that Dr. Hoover's remonstrance was 12 months loo late. "The present sur vey on Kane street was established a year ago," he explained, "and In con formity with It a lot of curbing and cement sidewalk was laid.
