Examiner: It la not a politi cal accident that two such states as Illinois and Iowa both classed as Republican in Presidential ream should simultaneously try to adopt the "Oregon plan" of vol Ins;. Roth houses of the Iowa Assembly parsed the "Oregon plan" bill by large majorities. An "Oregon plan" measure Is now 'n its early stapes In the Illinois legislature. The delays Incident to its passage are easily traceable to the "interests" that have reason to ItstniHt a popular vote for Senators. Yet the issue cannot be kept down, ind Illinois sol on s will soon have to declare themselves. We only mention these two states hecause they are typical. Far West ern states, the Middle Western states, are aflame with the Issue of a direct vote on Vnlted States Senators. The 'Oregon plan" will be adopted by many legislatures for obvious rea sons. For it 1 a Western axiom to get results quickly. Instead of waiting for a constitutional convention, and an amendment permitting a dlrtvt vote on Senators, the "Oregon plan" is a short .cut to the same end. In practice. It was found in Ore gon that a legislature could be elect ed with a mandate from the voters of the state at large on the Senatorial :s!ue. The people chocs the Sena tor, and the legislature, under the new law. merely ratifies their choice This is the practical West's chal lenge to the Federal Senate that re fuses to reform Itself. It is only a few days since the I'nited States Senate voted down a:ain the proposition to elect its own members by a direct vote of the peo ple. A few days later it refused to unseat one of its own members chanted, with obtaining his seat by corrupt means. The great, practical West Is not disposed to waste time quarreling ith the I'nited States Senate. Following the lead of Oregon. Attorney-General Crawford has reached the conclusion In response to requests made by the State Grange that counties cannot call special elections under the county bonding amendment passed at the last elec tion and that counties cannot bond to a greater extent than 13000 for road purposes. He takes the position that while the state and municipality's have legislative functions this Is not true of counties and that counties are not In a position to act in that capacity. He is of the opinion that the people a'one can vote on this bonding question and it must te done at a regular general election in the absence of an enabling act to the contrary.
