Realizing several days ago that the

It Is safe to assert that a veto

all the full powers and uuthorlty of
the Secretury himself.
Mention will be made of the fact
that the Secretary uf State is a con
stitutional otllce, created by and
under the constitution and that It Is
not within the province uf the legis
lature to create an ollloe that shall
have all the powers and privileges
of an otllce created by the constitu
tion. The Governor will also veto the
bill creating a State Hoard of Phar
macy. The measure as It reached
his otllce Is doubtful of construction.
