Realizing several days ago that the 'end was near, the Archbishop de livered two messages to the American people. It Is safe to assert that a veto mesage wilt be received by the legis li.lure next week from Uovernor West attached to the Howefman bill, which provides for the creatlou of the otllce of Assistant Secretary of State, delegating the assistant with all the full powers and uuthorlty of the Secretury himself. Mention will be made of the fact that the Secretary uf State is a con stitutional otllce, created by and under the constitution and that It Is not within the province uf the legis lature to create an ollloe that shall have all the powers and privileges of an otllce created by the constitu tion. The Governor will also veto the bill creating a State Hoard of Phar macy. The measure as It reached his otllce Is doubtful of construction.
