Editor Review: It Is my purpose to explain to those, uninformed the inducement offered by the Legislature of this state for the construction of ar mories at the various places where cooipanlf-s of the Oregon National Guard are organized. The legislature In 1909 paBBed a bill appropriating $40,000 out of the general fund for the purpose of pur chasing grounds and constructing armories thereon, the same to be a continuing appropriation of $20 000 annually for two years, beginning January 1, 1910. It was provided In this bill that said armories be con structed In such cities and towns not already provided with armories, where one or more companies of the Oregon National Guard, fully organ ized under the laws of the state of Oregon, are located.. In this bill the appropriation is made conditional as follows: "But no part of the moneys hereby appro priated shall be available or paid out for the construction of any ar mory In any city or town, except on the condition that the County Court, ' city council, or by Individual sub- scrlptlon in such locality, shnll ap propriate funds and pay one-lialf of the cost of such armory, and grounds." The bill further author ties the County Court or the city council to levy taxes for the purpoHe of raising funds to purchase grounds and erect armories, as provided In this act. It will be noticed that the appro priation ceases next year, unions continued by the legislature about to convene. Thus far only one county In this state. Linn county, has erect ed an armory, and there should be no reason why the appropriation should be continued. If the counties express no desire to avail themselves of the appropriation. The heavy taxpayer Is usually the one called on to contribute, and few days pass, as a rule, but some subscrip tion list Is passed around. Subscrip tions to erect telephone lines In the co.mtry have been circulated, sub scriptions to pay expenses or change of rotids In the country, and other matters akin to these. If a citizen of the town should carry his subscrip tion list Into the couutrv for some matters such as these. It Is likely his sanity would ho doubted by his coun try friends. Did you ever think how little Douglas county has done'' The state of Oregon purchased, ut a cost of about $2000. a rifle range near town, for the use ofythls company and maintains It. The general gov ernment gives over $2000 worth of property to equip It. The state of Oregon gives it $.ri00 per year, which Is spent in rental. The individual members give their time from other pursuits, spent In drill to become efficient, without pay, and alHo hex vou to be allowed to stand their part of a tax levy for the construction of this armory. Now the state of Ore gon comes forward with a donntion of one-half the amount to construct :i building, that can be used for your enjoyment, and at all times to your profit, I do not know of a single cent that Douglas county has ever given to offset this. Do you? Morally, by the erection of this building, you will provide means where the young men can spend their evenings in rending, innocent games nnd athletic sports, and keep mem away mom harmful association that Idleness gives. Yet once more let me appeal to your patriotism to provide means to protect your country and home, to your pride In the upbuilding of your county, nna to your pleasure that this building will afford.
