In Persia a similar service Is about to be done for land travelers and overland freighters from Europe, Such great enterprises as these not only bespeak . material and commer cial progress. nd development, but they make powerfully for the world's peace. w...-i . ., . , . ,- A prominent r Russian railroad builder and capitalist, at a cost of $100,000,000 or more, proposes to establish an all-steam overland route to India from all .the capitals of Europe, reducing the time of travel from England to Calcutta from 12 days nowtfequtred via Brindisl and the Red Sea-r-to less than a week; and the fare , will be reduced one third. The. capital will be raised In Great Britain, France, and Russia, the three nations most to be bene fitted by the road. This road, it is expected, will give a great impetus to Indian commerce, and be the means of much development and ad vancement .in. Persia, which is capa ble of sustaining a large population If Irrigated and scientifically farmed. When great nations like Great Britain, Russia and France combine to push forward such an enterprise as this, the success of which must depend on the products of peaceful vocations, they are not likely to go to war on any slight, pretext The Lion and the near are no, longer growling and bristling at each other In savage hostility, but are working together to encourage, and expand agriculture, and commerce, the pur suits of peaceful Industry. No more will ' France send forth armed le gions to wreak terror, destruction and slaughter In other countries, but her surplus monej will be used to open new fields to agriculture and new paths for commerce. . , . How much better it Is for nations thus to combine to build a great in ternational ,lnter-contlnental railroad than to spend Its cost In battleships and other war equipments. How much bettor for this great republic to dig the Panama canal and Improve Its harbora and open up Its riverB than to spend their cost on an ever greater .and probably needless navy and army. Certainly no Englishman cried "wolf" at the appropriate time. What Englishman today explains why Ger many smashed Denmark, humiliated Austria, ruined France, squeezes Hol land commercially, and backs Austria in tearing up a treaty In order to make a grab in the Balkans? What childish nonsense to call this crying "Wolf!" It is an Insult to that great power not to admit that it is a very fine,, full-grown, wolf and Just no.w very much on the prowl. That is the fundamental factor to be remembered In any discussion of this much-discussed question. . It .is not to, be won dered at that the nations whose lives are at stake consider the matter more seriouBly .than nations which have only pounds or dollars at stake.
