Such Instances are some, times presented by sumptuary laws, by which the Bale of Intoxicating liquors Is prohibited under penalties in localities where the public sent! ment of the immediate community does not and will not sustain the en forcement of the law. In such capes the legislation is usually the result of agitation by the people In the country districts who are determined to make their rellow-cltlzens in tne city better. The enactment of the law comes through the country rep resentatives who form a majority of the legislature, but the enforcement of the law is among the people who are generally opposed to its enact ment, and under such circumstances the law Is a dead letter. In cases where the sale of liquor cannot be nrohlhltnd In fact. It is far better to regulate than to. attempt to stamp it out. "By the enactment of a drnstic law and the failure to enforce it. there is Injected into the public mind the idea that Inws are to be observed or violated according to the will of those affected. I need not say how altogether pernicious such a loose theory Is. The constnnt violation or neglect of any laws leads to a demoralized view of all laws." "A prohibition law strikes a blow at the very principles on which ou government was founded. General Grant's ldcns. General U." S. Grant was opposed to prohibition and gave the follow ing example to illustrate his view or the matter.
