Yet they are constantly beseeching the voters to support as semblylsm.And the assembly candi dates evidently endorse such deceit ful methods, as they urn having that disreputable sheet sent to every voter In the county during the last week of the campaign. It might be expected, however, that a bunch of candidates selected In a secret caucus would not want the real status of the public business to be known, and the deceit ful methods of the OHy News seem to harmonize well with their views. The Review has published those facts from the county records, in cluding the facts about the railroad assessments, but the Oily News has not. Furthermore, the assembly or gan has not and will not publish the fact thai the rail road assessment STANDS FOR I'KOGRKHS AND .M THZDNSIIIl' To the Kill tor or The Review: At the coming election the voters of Douglas County have three Impor tant measures to vote on that mean a great deal for the future prosper ity and moral standing of the county. First, the Home Rule measure should be defeated for the reusou that it wishes to protect the licensed saloon, which is directly responsible for over half of the crime and law lessness that Is committed In every community in which they are al lowed to exist. . Second, the county division meas ures should be kilted for the reason that county division will benefit only a few und means heavier taxation for all. . Third, every man who believes In an honest, economical county gov ernment should vote for G. W. Won acott for County Judge. As our present judge he Is endeavoring to safeguard und put the county finan ces on a sound basis. He Is also pro gressive, and the cnmputKU or good road building and Improvement that he has encouraged mid aided during his administration will be a great help for the commercial and farming interests of the county. More good roads have been built In the Cow creek valley during the last two vears than ever before, and the same can be said of a great many other road districts In the county... If the American people are to experience the peace and prosperity that they should they have got to put Into of fice men who will carry on the busi ness of government In an honest, eco nomical and progressive manner. Under Section 21.18, a violation of Section 1 7 I "i is punishable by Imprisoning nt. in the county jail not more than one year or by a line of not more than five hundred dollars. put it up to him the precise question as to whetXer the town would be ex empt from the Constitution and crim inal laws us to the llqiiier truffle. No ! one has ever contended that under Home Rule ;the towns would be ex empt from the criminal laws as to murder, arson, burglary, etc., but sim ply as to the liquor traffic. If the "Home Rule" scheme would not ex empt the towns from the criminal luws of the slate as regards the lbiuor truffle, then It would not exempt them from the operation of the Local Option laws, because the Local Option Law is one of the Criminal Laws. And If the "Home Rule" scheme would not exempt the towns from the oper ation or the Local Option law and permit towns in a "dry" county to go "wet", then we may rest assured that this trreat "Home Rule" scheme would never have seeu the light of day. I I Prohibition is in successful opera tion In nine states of the American Minion und In a large part of many other states, so about seventy per i cent of our National Territory Is now I "dry". All talk that, prohibition is a failure has been answered time and again, and In these Inst days of the campaign It Is not necessary , to go into den lis. The question may be again asked, however. If prohibition Is a failure In Maine, where it has been tried for fifty years, and In Kansas, where it has been tried for thirty years, why don't the Intelligent lieople of those states rise up and strike It down? Of course, some peo ple (Halm that hecuuse the Democrats recently succeeded in Maine that the time is coming when Maine will vote to strike prohibition from the Consti tption. Hut this is a false representa tion of the condition In Maine. Maine went Democratic not because she Is against prohibition, but for purely political reasons, as has been ex plained time and again through the public press. No human law is per fect, and no one claims that prohibi tion Is perfect, hut It Is undoubtedly true that prohibition at its worst is far superior to the license system at its best. Anyone who doubts this needs only to compare conditions that now exist, under prohibition. In Ku gene, Roseburg, Albany, Corva lls. McMlnvlllo and Ashland wth those that exist in linker City. Astoria and other "wet" towns of the state, to say nothing of the appalling .'tare of affairs which we know through the Oregonian exists In the City of Port land. It Is claimed that Home Rule saves money for the farmer, because under "Home Rule" men who U liquor unlawfully would be punished In City Courts. This is dodging the question. What the prohibitionists claim is that liquor is largely responsible for the crime of the country, and under the "Home Rule" scheme those who lom mit highway robbery, burglary, mur der, theft, and all sorts of crimes be cause of the use of intoxicating liquor will he prosecuted not at the expend o the town wb-n the liquor Is sold but at the expense of the taxpayer at large. Competent authorities have estimated that intoxicating liquor Is responsible for over fifty, and even ninety, per cent, of the crime of the country. The matter of prosecuting those who sell liquor unlawfully un der a license system Is insignificant In comparison with the great mass of work require! of our courts to prose cute crimes committed not merely by 1 hose who sell but by those who drink liquor. We are told that the Portland liquor merchants are getting rich The argn men t that a man's per sonal liberty will be Interfered with wlifii he is prohibited from making jr sidling Intoxicating lbiuor will nut ii ..nd examination, and It has been thoroughly exploded. The only ques . tun Is whether the manufacture and sale of such liquor Is beneficial or harmful.. If It is harmful, the gov- nmeut has a perfect right to strike down. This has been decided many times bv the Supreme Courts of various slates and also by the Supreme Court of the United States. No f u rt her a rgu meat ought to be necessary. No man has a right to -my that he 'has any personal liberty 'o maintain, for example, a foul cess- iohI on bis premises which injures i ud offends his neighbor. When the ma jority of the people In a town or pre cinct, or county, or state, decide that the liquor business ought to be pro- ihited. It Is perfectly legitimate und right that this should be done. There nothing In the Constitution 'of the I'nlted States, or In the unwritten rlnclples of human liberty which nrevent. The very foundation ol our republican form of government in that the majority shall rule. Therefore, the personal liberty argument is ns fatal to the "Home Rule" scheme as to orohihitlou. Rut the truth Is. there is nothing In the personal liberty ar- mioient and the "Home Rulers know this as well as other people. The "Home Rulers" are trying to make It uppear that because the At torney (leneral says that their scheme would not exempt the towns from the Constitution and Criminal Laws, hat. therefore, with the Home Rule uiiemlment in operation, the towns would be subject to the Constitution .uid Criminal Laws. The whole mat ter is cleared up when It Is noted from the letter of the Attorney C.en eral that the Home Rulers did not If this is the case, it Is strange that these same Portland merchants are now pouring out their money to help make nil "dry" territory "wet". The fact is. they do ship liquor into "dry" territory and thus they violate the right of the people In "dry" territory to have real "Home Rule". Hut ev erybody knows and especially these liquor dealers themselves, that the quantity shipped Into territory where prohibition Is in force Is small com pared with what Is shipped when li censed saloons are In operation. We are advised to stop sending money away by mail for drink, as though money spent over the licensed saloon bar would be kept In Doug las county. K very body knows that outside of what would he necessary to support the saloon keeper and pay his bills, all the money Is stmt abroad, very largely to the wholesae liquor dealer, to the brewer and to the dis tiller. It Is true that the saloon keeper must live, ami he generally lives well, lie Is able to walk Into a butcher shop and order a dollar's worth of porterhouse steak, cut thick, while his poor customer shambles in and In a subdued voice calls for ten cen's' DISC MAKttOWt HDOSIKK RRII.I. The Home Rulers had a meeting in Portland the other day at which they adopted some high-sounding resolu tions as to the regulation of saUoi:d, and they are out with the statement that after election they are going to call a meeting of mayors to adopt a model license system and clean up the liquor business. But did anybody ever hear of any of these ' Home Rulers" until the campaign for state wide prohibition came on? There has heen plenty of wet terriory in Oregon for them to have cleaned up. Have they been at work at it? Not on you r II fe ! " h y haven t t hey cleaned up the wet counties and the saloon business in Raker City, Salem, Medford. Astoria and Portland, and the "fostering dives" on Burnslde street, Portland, to which the Orego inii has more thnn once referred as sufficient of themselves to account for the prohibition wave? Why are not these great "Home Rule" reform ers at work In these wet localities now Instead of waiting until after election? Why. gentle reader, sim ply because they are not sincere, but the liquor business, masquerading as Home Rule, is simply out to defeat prohibition by any and every trick, device and subterfuge that human in genuity can invent. After election we shall hear nothing more of this "clean-up" or "model license" scheme. , Talk about keeping money at home!
